This is a Pre-Solicitation Notice that the National Cemetery Administration will be soliciting offers under Solicitation Number 36C78618Q0226; for Delivery and Installation of Toro Casket Carrier/Transporter (Brand Name or Equal), after it posts to Federal Business Opportunities (FBO). This acquisition is 100% Set-Aside for Service Disabled Veteran Own Small Business (SDVOSB). The NAICS Code is 336999, (All Oher Transportation Equipment and Supplies) The Contractor shall provide all labor, supplies, material, tools, equipment, and professional supervision for the Delivery and Installation of Toro Casket Carrier/Transporter (Brand Name or Equal) at location; South Florida National Cemetery, 6501 S. State Road 7, Lake Worth, FL 33449. Delivery: ARO: 30 Days After Receipt of Order. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Electronic solicitations will be available for download from Federal Business Opportunities (FedBizOpps) at http://www.FedBizOpps.gov, On or Before 14 April 2018. No paper copies will be issued. Offerors are advised that they are also responsible for obtaining and signing/dating ALL Amendments to the solicitation which will be available at FedBizOpps. (Solicitation posting, to FBO, date is subject to change as necessary and an Amendment to this Pre-solicitation will be posted if the date changes). Quotes Due Date is 20 April 2018 at 2:00 EST. This is a Pre-Solicitation for commercial supplies and prepared in accordance with the format in FAR Subpart 12.6 streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation document will be issued. The solicitation is being issued using simplified acquisition procedures. Solicitation 36C78618Q0226 is being issued as a request for quote (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a quote. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-89 and are available in full text through internet access at http://www.acquisition.gov/far Evaluation criteria for this award will be Lowest Price Technically Acceptable (LPTA). The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Price Past; (2) Technical Qualifications, (3) Past Performance. Having the lowest price does not automatically constitute the premise for award. If your Quote is the lowest price, but your product does not meet the salient characteristics as set forth in the Solicitation, Statement of Work and Specifications, you will not be awarded the contract. Once on the webpage, proceed to the Vendor Portal Login section located on the far-left side of the webpage and click on Request a user account to register. Quote transmission/uploads shall be completed by the date/time specified in the SOLICITATION. Late or incomplete Quotes will not be considered. NO telephone requests/questions will be accepted.
