Description
This Presolicitation Notice is to: Announce the U.S. Department of the Interior (DOI), U.S. Geological Survey ¿s (USGS) intent to issue a solicitation for the acquisition of drilling to collect sediment cores from beneath Lake Powell, Utah, USA for scientific study; Request for Information (RFI) from the marketplace concerning the draft work statement and draft basis for award; and Sources Sought from all interested vendors. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING THE INFORMATION REQUESTED BY THIS NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. SUBMISSION IS VOLUNTARY. The USGS considers drilling to be construction. In accordance with FAR 36.204 Disclosure of the magnitude of construction projects, the magnitude of the requirement as described in the attached Drafted Work Statement has an estimated price range (d) Between $250,000 and $500,000. Core Drilling Vendors are encouraged to provide information on the industry ¿s suggestions for improvements to the attached Drafted Work Statement and Drafted Best Value Trade-off Criteria and comments about the estimated pricing. Sources are being sought from all interested vendors. The applicable NAICS code is 213112 Core Drilling, Exploration Services; which has a small business size standard of $38.50M. In response to this announcement, please indicate your firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc. or other-than-small-business). This information will assist the Government in determining how small businesses can fit into the acquisition strategy. Interested small business firms who feel that they can provide the core drilling services in accordance with the attached Drafted Work Statement, are invited to submit in writing an affirmative response to this announcement. An affirmative response must include: references with firm or agency name, contact names, email addresses, and phone numbers from work on contracts similar in scope to the attached Drafted Work Statement under consideration; AND a capability statement pertaining to how the small business will complete the required percentage of the work in accordance with Small Business Administration standards. This information will be evaluated and used to determine if sufficient competition exists in the marketplace to set aside the opportunity for an award to a small business. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities, FedBizOpps (www.fbo.gov) website and FedConnect (www.fedconnect.net). No paper copies will be provided or accepted. The actual solicitation may not be posted until the required approvals have been provided. The solicitation may be posted with intent to process to point award, subject to the availability of funds. It is anticipated that a solicitation will be issued through the Governmentwide Points of Entry (GPE) at FedBizOpps (www.fbo.gov) and FedConnect (www.fedconnect.net) on or about 05/15/2018, with proposals being due approximately 45 days thereafter. Vendors are encouraged to monitor FedConnect at www.fedconnect.net, to obtain the actual solicitation and any subsequent amendments if posted.
