THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This is a 100% Service-Disabled, Veteran Owned, Small Business (SDVOSB) set-aside. Prospective Contractors are cautioned that proposal submitted in response to this solicitation must meet the criteria identified by 38CFR, Part 74. The SDVOSB concern agrees that in the performance of the contract, the concern will comply with the limitation on subcontracting requirements in 13 CFR §125.6. Any person, persons, or business entity suspected of misrepresenting itself for the purpose of securing a Government contract may be criminally investigated and prosecuted for fraud against the United States of America. Parties found misrepresenting their status also risk debarment from further Government contracts. For a Service-Disabled Veteran Owned Small Business (SDVOSB) to be considered as a prospective contractor, the firm must be verified and registered in the Department of Veteran Affairs (VA) Office of Small & Disadvantaged Business Utilization (OSDBU) Vendor Information Pages (VIP), VETBIZ (www.vip.vetbiz.gov), and registered in the System for Award Management (SAM) database (www.sam.gov) at time of submission of their qualifications. Failure of a prospective SDVOSB to be verified by the Center for Veterans Enterprise (CVE) at the time of submission shall result in elimination from consideration. All Joint Ventures must be CVE verified at time of submission and submit agreements that comply with 13CFR 125.15 prior to contract award. The Contractor shall provide all design/build services to include labor, equipment, materials, supervision, and all other resources necessary to design and construct to Improve Mechanical Infrastructure at Lake Baldwin, Orlando Veterans Affairs (VA) Medical Center in accordance with the Statement of Work (SOW). PROJECT NO./TITLE: Project # 675-18-103, Improve Mechanical Infrastructure at Lake Baldwin Work Location: Orlando VA Medical Center, Orlando, Florida. Estimated/Target Completion Period: 480 calendar days after Notice to Proceed (NTP). This is a two (2) phase design build solicitation that will use the trade-off source selection process, providing the best value to the Government. Magnitude of Construction Cost range is between $2,000,000 and $5,000,000. The NAICS code is 238990/size standard is $15.0 million. Point of Contact: Tiffany Garfield, Contracting Officer/Specialist; PH: 813-631-2818; Email: tiffany.garfield@va.gov Statement of Task: This project will design and construct all the elements to completely address the identified mechanical deficiencies from the latest Facility Condition Assessment (FCA) Survey at the Orlando VA Medical Center, Lake Baldwin Campus, located at 5201 Raymond Street, Orlando, FL 32803. The identified deficiencies are summarized in the table below by their respective FCA Identifier Number. FCA Number Description 87942 Replace ductwork in Building 3132 149740 Replace duct insulation in mechanical space in Building 3132 88002 Replace original ductwork throughout Building 3134 110046 Replace Chilled Water Coil/Hot Water Coil Unit for CAT scan AHU in Building 500 and replace Elevator Equipment Room AHU Carrier 7-ton unit (bottom is rusted out). 110047 Replace OR ductwork in Building 500 with stainless steel per VA criteria and change OR supply air distribution setup to steriflow type Per the above table, Contractor shall replace existing ductwork as noted by FCA numbers 87942, 88002, and 110047. Work taking place in buildings 3132 and 3134 shall address FCA numbers 87942 and 88002, respectively. Ductwork replacement in the operating rooms (ORs) with stainless steel duct shall address FCA number 110047. Contractor shall upgrade the existing heating, ventilation, and air-conditioning (HVAC) mechanical system in Building 500 with newer and more efficient air-handling units (AHUs) as noted by FCA number 110046. Contractor shall also replace the duct insulation in the mechanical space in Building 3132 to address FCA number 149740. In addition to the FCA items, Contractor shall replace and install two (2) new steam-to-domestic hot water heat exchangers, located on the mezzanine deck (M-deck) in Building 500 of the Lake Baldwin campus. All installed work shall be performed in accordance with Sheet Metal and Air Conditioning Contractors National Association (SMACNA) standards and all applicable VA standards and specifications as designated in the VA s Technical Information Library (TIL). Selection Criteria: This requirement will be procured utilizing a two-phase Design-Build selection procedure. Firms responding to this requirement are hereby informed that the initial evaluation of offers (PHASE I) will result in a short-list of no more than five (5) of the most highly rated firms. Only those firms short-listed in Phase I of the selection procedure will be provided the opportunity to participate in Phase II of the RFP process. Submission Criteria/Requirements: Solicitation 36C24818R0664 will be posted to the Federal Business Opportunities (FBO) website on or about 6/15/2018. All solicitation packages and amendments must be accessed on line. No Telephone requests will be accepted. All amendments issued to this solicitation will also be available at this website and will not be mailed. Offerors are advised that they are responsible for obtaining amendments.
