Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The Solicitation number, N0018918QZ357. The proposed contract action is for commercial (supplies). The NAICS code is 334118 and the Small Business Standard is 1000. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-82 and DFARS Change Notice 20150602. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAVAL SUPPLY SYSTEMS COMMAND (NAVSUP) FLEET LOGISTICS CENTER (FLC) Norfolk Philadelphia Office intends to solicit Cross Match Technologies (CMT), 3950 RCA Blvd, Suite 5001, Palm Beach Gardens, FL 33410, on a sole source basis. The basis for soliciting from one source is as follows: NCIS approached Crossmatch with the goal of expanding its capabilities in mobile fingerprinting. The agency needed a solution that would allow for a biometrics submission process that was compatible with government security requirements without compromising functionality. In previous acquisitions, Crossmatch selection of products consists of the SEEK multimodal handheld device and Mobile Operations Biometrics Software (MOBS) to provide the full range of functionality required by agency personnel in the field. The high-quality fingerprint scanners are able to endure the punishing physical environments its officers frequently encounter. NCIS Biometric Branches utilizes more than one hundred and sixty (160) devices deployed worldwide that currently use the Mission Oriented Biometrics Software (MOBS).This software was developed by Cross Match Technologies (CMT). The software is proprietary to CMT and therefore they are the only ones able to provide the required maintenance support. The need for NCIS now is to acquire a highly compatible, compacted model, which allows the user to have quick mobility in completing mission requirements in the field, and be compatible with currently used MOBS software and devices that NCIS has currently in deployment.. The proposed acquisition is for Nomad Biometric Jump-kits. This action will result in a Firm Fixed Price Contract (FFP). The NOMAD Jumpkits are biometrics kits with the ability to capture fingerprints, iris, facial photos, and biographic information that is smaller and more compact than the current SEEK version. Ideally suited for in-field operations, the NOMAD Jumpkit is a fully certified biometric enrollment and credential reading solution built to perform in the harsh and challenging environments of the military, border security and law enforcement. Its ability to capture fingerprints in direct sunlight provides mission flexibility by limiting operating constraints. The Nomad line of capacitive thin film transistor-based fingerprint modules is designed with today ™s highly mobile applications in mind. With astonishingly thin profiles and a compact footprint, Nomad modules offer OEM integrators flexibility not achievable with traditional prism-based or optical-based TFT (thin film transistor) configurations. Nomad modules are offered in a range of certified sizes from FAP 30 to FAP 60, to capture a single finger or up to full four finger identification flats and rolls. NCIS is currently using the Crossmatch MOBS software platform to process biometric images and send them for matching through the agency ™s systems. With MOBS, users are able to streamline applicant enrollment and criminal booking procedures in high-risk environments, such as designated hot zones and areas of civil unrest. Cross Match Technologies (CMT) is the sole party capable and authorized to perform any needed software changes, modifications and/or updates. If any unauthorized personnel, company, or business performs any changes to the CMT proprietary MOBS system and devices, the warranty will be voided and as a result, it can create major setbacks to any mission requirements that NCIS is responsible for worldwide. This equipment has been thoroughly researched for, functionality and mission cohesiveness. Integrating the required items into the operational and investigative support provided is of a critical need to limit unacceptable delays in fulfilling the NCIS ™s mission requirements. The enhanced capabilities provided by NCIS, through the use the required items, is a current and expanding requirement. The required items cannot be substituted for other systems in the marketplace because these systems must operate in accordance with operational requirements in support of NCIS ™s worldwide investigative obligations. As a result, the proposed acquisition can only be fulfilled by items manufactured (and distributed) solely by Cross Match Technologies. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 13. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than Cross Match Technologies (CMT). However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The Requirements Statement is as follows (Section B): STATEMENT OF WORK Purpose: This requirement is for the support of NCIS Biometrics Branch divisions worldwide. This support is to obtain supplies for biometric security to multiple base access/force protection biometrics screening operations. NCIS needs this in order to complete mission objectives that involve force protection, counterterrorism, counter narcotics, counter transnational organized crime, and National Security. In order to have mission cohesiveness and optimal functionality, these systems need to have the same familiar software to perform at their most efficient levels in security and be capable of compatibility between all biometric screening operations that NCIS manages worldwide. Scope: The purpose of this acquisition is to obtain seventeen (17) Cross Match Technologies Nomad Jumpkits for NCIS Biometrics Branches. The NOMAD Jumpkits are biometrics kits with the ability to capture fingerprints, iris, facial photos, and biographic information that is smaller and more compact than the current version used in NCIS missions. The NOMAD Jumpkit is a FAP 60 complaint device that is proprietary to only one manufacturer.
