Description
SINGLE SOURCE ANNOUNCEMENT 1. Introduction/Statement of Intent The FAA provides notice of intent to procure WAAS Global Navigation Satellite System (GNSS) in a single source acquisition. The FAA intends to award this requirement to Zeta Associates. 2. Description of Supplies/Services The FAA is currently in Phase IV, Segment I of the WAAS program. During Phase IV, significant technical refresh and reliability modifications are underway. These modifications included fielding of a new reference receiver that is L1C, L2C and L5 capable; replacement of WAAS processors and safety computers; and incorporation of additional geostationary satellites and associated ground facilities. In addition, WAAS is preparing for the start of Phase IV, Segment 2. During Segment 2, the FAA intends to prepare for a new dual frequency SBAS navigation service while retaining legacy single frequency user services. This effort requires the completion of dual frequency standards, modification of existing WAAS algorithms, and the potential introduction of an initial operating capability. Integration of these enhancements must be seamless to WAAS users. During this transition, the system must continue to satisfy the stringent integrity requirements demanded of this safety of life navigation service. To satisfy the above requirements, versatile systems engineering support as well as an in-depth understanding of the WAAS architecture and integrity design are required. The FAA requires senior systems engineering support for WAAS as well as dedicated technical engineering support to GNSS modernization. The vender must possess an in-depth, thorough, comprehensive knowledge of WAAS corrections generation, processing threads, integrity design, and an analytical support for WAAS modifications. Detailed knowledge of GPS receiver signal processing and design, an equivalent understanding of GNSS measurement processing and integrity algorithms, and a mature GPS receiver and antenna test capability including access to an anechoic chamber are required. Additionally, contractors shall have a demonstrated Radio Frequency (RF) interference survey, investigation capability and participation in forums on RF interference and GNSS modernization. Integration of new Geostationary Earth Orbit (GEO) satellites into WAAS requires knowledge of signal generation simulation and modeling. 3. Total Estimated Value and Period of Performance The total estimated contract value will be $21,000,000 with a three-year base period and two 1-year option period of performance. 4. Authority Authority for single source procurement is provided by AMS policy section 3.2.2.4. 5. Reasons for Single Source On June 21, 2017 the FAA posted a Market Survey (#327595) seeking interested parties to provide systems engineering support with an in depth understanding of the WAAS architecture and integrity design. Interested parties were required to submit a capability statement-showing competency in eight specific areas. The Markey Survey notice also informed potential vendors that in order to compete on the follow on contract, the vendor must have responded to the market survey. Based on the Market Survey results, it was determined that Zeta Associates was the only responsive vendor capable of providing the requested system engineering services required for the contract. 6.
