Description
140R6018R0003 - Amendment No 0002 AMENDMENT 0002 IS ATTACHED WITH AN EFFECTIVE DATE OF APRIL 12, 2018. AMENDMENT 0001 IS ATTACHED WITH AN EFFECTIVE DATE OF MARCH 15, 2018. The Bureau of Reclamation has a need for buttress contraction joint treatments, located at Pueblo Dam, which is located approximately 8 miles west of Pueblo, Colorado, in Pueblo County. The principal components of work include 1) Preparation of concrete surfaces above and below the reservoir water surface along the upstream face of the concrete dam, which will include power washing the surface, removing asperities and repairing voids in the concrete; 2) Attaching EPDM elastomeric membranes to the upstream face of the concrete dam (across contraction joints) above elevation 4888, using adhesives and temporary attachment devices for Zone 1, including removing and disposing of temporary attachment devises (if applicable); 3) Underwater drilling into the concrete dam for drop in anchors; 4) Fabrication and furnishing steel seal plates, anchors and miscellaneous metalwork; 5) Underwater installation of steel seal plates and EPDM Sponge rubber seals (across contraction joints) to the upstream face of the concrete dam below elevation 4890 for Zone 2; and, 6) Concrete coring and underwater installation of bottom seals in the concrete dam (along contraction joints) below elevation 4870 for Zone 2. The specifications will require eighteen (18) total joints to be repaired between the buttresses. It is anticipated the award will be made to the offeror submitting a proposal that conforms to the solicitation, and is most advantageous to the Government, considering the non-cost and cost factors being evaluated. The evaluation factors to be evaluated are as follows: (1) Technical Plan for Construction, inclusive of (a) Construction Schedule, (b) Proposed Work Plan, and (c) Safety; (2) Company Experience; (3) Key Personnel; (4) Past Performance; and, (5) Price. The set-aside for this acquisition is anticipated to be Total Small Business. The Price and Technical Proposals will be due approximately 30 calendar days from the date the solicitation has been issued. Oral presentations are anticipated to be required by the offerors who submit the most highly rated Price and Technical Proposals. All responsible sources are welcome to submit a proposal, which shall be considered by the Bureau of Reclamation. The estimated price range for this acquisition is more than $10,000,000.00 (Ten Million U.S. dollars). The North American Industrial Classification Code is 237990 Other Heavy and Civil Engineering. Effective July 29, 2012, any contractor interested in doing business with the Federal Government is required to register in the System For Award Management (SAM) database, prior to award of a contract. SAM is a Federal Government owned and operated free website, which consolidates the Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). The contractor's Duns and Bradstreet number and banking information are required for registration in the System for Award Management. Contractors may obtain information regarding registration and annual confirmation requirements at the SAM website www.SAM.GOV or by calling 1-866-606-8220. Payment requests for the anticipated contract are required to be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor is required to use the IPP website to register access and submit requests for payment. Contractor assistance for enrollment can be obtained by contacting the IPP production helpdesk via e-mail at ippgroup@bos.frb.org or at telephone number (866) 973-3131. If the contractor is unable to comply with the requirement to submit invoices for payment via IPP, the contractor must submit a waiver request in writing to the Contracting Officer with their proposal.
