- Statement of Work Requisition No: 21-18-238RXN187 Solicitation No: 70Z02318QRXN18700 The Department of Homeland Security (DHS) United States Coast Guard (USCG) intends to issue a sole source, Firm-Fixed Price (FFP) Task Order (TO) in accordance with FAR 8.405-6, "Limited Sources". The Government intends to award to AVWatch, Inc., located at 246 S. Meadow Rd, Gate 6, Bldg. S-2; Plymouth, MA 02360 for purposes of obtaining Information Technology (IT) support services. The task order is for technical support for ISR data networks, evaluation, documentation, and implementation to assist the USCG office of Intelligence, Surveillance, and Reconnaissance Systems and Technology Division in providing technical authority for C5ISR network integration in collaboration with DHS component partners to include Immigration Customs Enforcement (ICE) and Customs and Border Protection (CBP). The tasks to be performed requires a full time Subject Matter Expert (SME) representative for the period of performance; on-site project management support in conjunction with the lease of a focus beam tracking antenna system; In order to meet mission requirements, the USCG participated in the Under Secretary of Defense intelligence sponsored exercise STORMFORCE 2017. This was an Intelligence Community (IC) full-scale exercise with heavy emphasis on geospatial and signal intelligence systems and technology. The USCG participated in this exercise at the UNCLASSIFIED level. The unique aerial communication network permitted Homeland Security professionals the freedom to interact directly between air and ground assets, including generating flight routs, specifying intelligence requirements, controlling onboard camera sensors, and sending and receiving audio, video, and text over a distributed, interactive network. The interface to the IC systems and technologies afforded the USCG an unprecedented opportunity to evaluate selected systems against a range of maritime systems. By leveraging the appropriate system, the USCG maritime mission participated in an unprecedented opportunity. The USCG intends to award this requirement as sole source to Avwatch, Inc. whose aerial Intelligence, Surveillance, and Reconnaissance (ISR) communication technology services are widely used by federal, state and local government in support of various missions. Awarding to another source would cause unacceptable delays and risk in fulfilling the agency's requirements, and substantial duplication of costs to the Government that may not be recovered through competition. This notice of intent is not a request for competitive proposals. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. The anticipated date of award is 20 April 2018. The period performance is April 23, 2018 - May 17, 2018. A determination by the Government not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
