- CENTER FOR THE STUDY OF ACTIVE VOLCANOES, 0040381908 Notice of intent to award sole source. The U.S.G.S., OAG Sacramento, CA intends to award a sole source, firm fixed-price purchase order to the Center for the Study of Active Volcanism at the University of Hawaii Hilo. This contract action provides logistical services and training for fourteen (14) mid-level career scientists from foreign institutions that are international partners with VDAP. This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government. CSAV is the only institution in the United States which offers this unique course providing formal training in the monitoring of active volcanic processes and managing volcanic crises. The location of CSAV makes it uniquely suited to provide this service to VDAP. Hawaiian volcanoes are among the most active in the world, but unlike violently explosive volcanoes they can be approached and studied with low risk, therefore, the big island of Hawaii provides an ideal environment for learning about and using volcano monitoring techniques. There are no other known sources with this unique capability in this ideal location. The identified participants for 2018 were selected by VDAP from among all the foreign applicants for the international training course at CSAV. They are considered by VDAP to be vital participants in our long-term programs for helping the Philippines, Ecuador, Peru, the Democratic Republic of the Congo, Colombia, Cameroon, Guatemala, and Nicaragua.to mitigate their volcanic risks. Therefore, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), there is only one source reasonably available which can meet the immediate requirement described above. The goals of the CSAV training program are consistent with the Volcano Disaster Assistance Program ¿s (VDAP) goal of providing training in volcano-hazards mitigation and volcano monitoring. VDAP is a joint USGS and USAID/Office of Foreign Disaster Assistance program; funds for this immediate effort originate in USAID-OFDA. Funds provided by USAID are covered by the Foreign Assistance Act (FAA), which allows significantly broader authority for their use (including the training of multinational individuals). The performance requirements of the award accomplish one or more stated objective(s) of USAID in providing the funding.
