Description
The National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate on an other than full and open competition basis with Nikon Instruments Inc., 1300 Walt Whitman Road, Melville, New York, 11747 to procure a custom Microscope Lexan Enclosure for CO2 Microscope Cage Incubator, #77057437, that includes an OKO lab full enclosure system with gas mixer for 100% CO2 with one (1) each of the following items: Temperature Control Unit - #77057343, Touch Screen Controller - #77057333, Gas Chamber for Ti-S-E or Ti-S-ER + Mad City Labs Piezo Z-Stages - #77057435, Optional KOEHLER Lid - #77057434, CO2 Controller Bold Line - #77057348, Air Pump Bold Line - #77057342, Vibration Free Humidifying Module - #77057436, and sample holders with one (1) each of the following items: Multi-Well Plate insert for H201 Incubation System - #77057528, Double 35mm Petri-dish holder for H201 Incubation System - #77057431, 1"x3" Chamber Slide Holder magnetic for H201/H301 Incubation System - #77057463, Lab-Tek 1"x2" Chambered Cover Glass Holder Magnetic - #77057441, and Lab-Tek II 1"x2" Chambered Cover Glass Holder Magnetic - #77057461. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Delivery to Rockville, MD 20852 approximately 60-90 days after receipt of award. The Laboratory of Immunogenetics performs live cell imaging experiments using total internal reflection fluorescence (TIRF) microscopy and STORM super-resolution imaging with our recently purchased Nikon TIRF STORM4 microscope. The intent of this purchase is to procure custom Microscope Lexan Enclosure for CO2 Microscope Cage Incubator that includes an OKO lab environmental control system specifically designed to integrate with the Nikon TIRF STORM4 microscope already located the lab. This will allow the microscope to perform both live cell TIRF and super-resolution experiments with a full wrap around enclosure that is absolutely necessary to stabilize the microscope base from mechanical drift due to fluctuations in room temperature over time lapse experiments. Incubation at 37°C, with humidification and 5% CO2 is critical. The OKO lab environmental control system is the only system that has been vetted by Nikon Instruments to perform to the specification of the microscope. The following features for the environmental control system are required for the experiments performed in this laboratory: Full enclosure with unencumbered access to all microscope control elements and peripheral equipment, enclosure to protect the microscope base from room temperature fluctuations, a system to provide 37°C incubation, system to provide humidification, system with 5% CO2, the system is to have minimal vibration in the water bubbler to not impeded super resolution experiments, and the system is to have specimen holders that accommodate 35 mm dishes, standard slides, and LabTek brand chambers. Nikon Instruments Inc., is the sole manufacture of the Nikon TIRF STORM4 Microscope, which to purchase another microscope enclosure that is not compatible to the microscope could lead to the Nikon TIRF STORM4 microscope not performing to its full capability, and the experiments to falter. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same or similar equipment may submit a response that could be considered by email (subject line to reference NIAID-NOI-18-1900893) to Tonia Alexander at talexander@niaid.nih.gov, by 3:00 pm eastern standard time Monday, April 23, 2018. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
