- This FBO advertisement is hereby incorporated into the RLP 18-REG 07 by way of reference as an RLP attachment. U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP): City: Conway State: AR Delineated Area: North: Starting at the intersection of U.S. Hwy 64 and Hogan Lane, travel East on Hwy 64 to Salem Road. Travel North on Salem Road to Interstate-40. Travel East on Interstate-40. East: Starting at the intersection of Interstate-40 and Salem Road. Travel East/Southeast on Interstate-40 to East Dave Ward Drive. Travel West on East Dave Ward Drive to South Harkrider Street. Travel South on South Harkrider Drive to Sturgis Road. Travel South on Sturgis Road to intersection with Stanley Russ Road. South: Starting at intersection of Sturgis Road and Stanley Russ Road, travel West on Stanley Russ Road to Blackberry Lane. Travel West on Blackberry Lane to South Donaghey Avenue. Continue West on South Donaghey Avenue. South Donaghey becomes Hilton Drive, then Pebble Beach Drive, then Nutter Chapel Road. West: Starting at the intersection of Nutter Chapel Road and Arkansas River Trail, Travel North on Arkansas River Trail. Arkansas River Trail becomes Hogan Lane. Continue to point of origin at the intersection of Hogan Lane and U.S. Hwy 64. Minimum ABOA Sq. Ft.: 5006 Maximum ABOA Sq. Ft.: 5010 Space Type: Office Term*: 15 years, 10 years firm * However, Offerors are encouraged to submit rates for all terms available in the AAAP for consideration against future GSA requirements. Agency Unique Requirements: 26 surface parking spaces shall be included in the lease. All parking areas shall be hot bituminous pavement or concrete. Parking areas shall be striped and be repainted every three years. They shall be paved with a concrete curb and graded to provide adequate site drainage. The lot design must consider snow removal and snow storage requirements. Space shall be on the ground floor, shall be contiguous, and on one level without being split by a public corridor or firewalls. The ratio of width to length shall not exceed 2:3. If ground floor space is not available, contiguous upper‑floor space may be an acceptable alternative if approved by the GSA contracting officer. Elevator service must consist of a minimum of two handicap accessible elevators (one may serve as a freight elevator). Space configuration shall be conducive to an efficient systems furniture layout. Consideration for an efficient layout will include, but will not be limited to, the following: size and number of columns, column placement, bay depths, window size and placement, convector size and placement, electrical and telephone accessibility, any angles, curves or offsets that will result in an inefficient use of space. Columns must be at least 20 feet apart (center to center) and 20 feet from any interior wall and be no more than one foot square. Agency Tenant Improvement Allowance: Existing leased Space: $11.65 per ABOA SF Other locations offered: $37.35 per ABOA SF HOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 18-REG07. In addition, the Government will use its AAAP to satisfy the above space requirement. Interested parties must go to the AAAP website, select the “Register to Offer Space” link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”. The Open Period is May 1st through May 7th, ending at 11:59 p.m. EST. Refer to AAAP RLP paragraph 3.02.A for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement. Offers cannot be submitted during the Closed Period (8th through the end of each month) and will not be considered for projects executed during that time period. This FBO advertisement is hereby incorporated into the RLP 18-REG07 by way of reference as an RLP attachment. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this FBO advertisement and in the RLP requirements package found on the AAAP website. During an Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. The offered space must comply with the requirements in this FBO advertisement and RLP 18-REGXX and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease. The Lease and all documents that constitute the Lease package can be found at https://aaap.gsa.gov. * If you have previously submitted an offer in FY 2017, the AAAP application has a copy feature which will allow existing offers to be copied over to the FY 2018 RLP in order to avoid having to re-enter all of the data manually. Please be sure to review FY18 AAAP RLP Package and each page within the AAAP Application prior to submitting your offer as some of the questions have changed. You must re-enter your space and rates on the ‘Space and Rates’ tab in the AAAP. Your previous offered space will not be copied.
