- Bus Route Requirements The United States Coast Guard (USCG) intends to enter into a firm-fixed price (FFP), sole source contract with the Washington Metropolitan Area Transit Authority (WMATA). This contract will be for arrival and departure transportation services between the Anacostia Metro Station and the USCG Headquarters entrance at Gate 4 of the St. Elizabeth's campus in Washington, D.C. The period of performance for this contract will be a one-year base period plus four one-year option periods, with a total possible period of performance of 01 JUL 2018 to 30 JUN 2023. The transportation schedule and passenger capacity requirements for this estimated one-mile roundtrip route is attached. This notice is neither a request for proposal nor a solicitation of offers. A determination not to compete this proposed procurement based on responses to the notice is solely within the discretion of the Government. This non-competitive procurement is authorized under Federal Acquisition Regulation (FAR) 6.302, "Circumstances Permitting Other Than Full and Open Competition" and 31 United States Code (USC)1344(g)(1), "Passenger carrier use". Information received from this Notice of Intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the USCG's needs. As WMATA owns the entirety of the Anacostia Metro station property, all responses must include a signed agreement with WMATA showing WMATA's clear intent to allow the company in question to use the Anacostia Metro station property. Detailed capabilities must be submitted to the below email addresses not later than fourteen (14) calendar days from the date this announcement appears in the Federal Business Opportunities (FBO). Telephonic responses and responses providing insufficient information for evaluation by the USCG will not be considered.
