Description
This is a Sources Sought Notice which serves as a market research tool to obtain information and will be used for planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS, QUOTATIONS, OR BIDS AND NO CONTRACT SHALL BE AWARDED AS A RESULT OF THIS NOTICE. The Government is under no obligation to issue a solicitation as a result of this announcement. No reimbursement will be made for any costs associates with providing information in response to the Sources Sought Notice or any follow-up information. Respondents will not be notified of the results of this notice. The United States Corps of Engineers (USACE) Spring Valley Formerly Used Defense Site in Washington DC is looking for contractors who can provide security and protection services to safeguard Government property against trespass, pilferage, vandalism, theft, sabotage, fraud, arson or other criminal or prohibited acts. 1. The contractor shall be able to provide security and protection services in a professional manner and furnish management, supervision, manpower, equipment and supplies necessary at the U.S. Army Corps of Engineers, SVFUDS Project Office. Duty locations may include various geographically separated areas for short or long durations of time within the 661-acre SVFUDS, with guard services required within 2 hours' notice. Additional information on the SVFUDS is located on the USACE website at: http://www.nab.usace.army.mil/Home/SpringValley 2. At present, armed guards are required 60-hours/week Monday - Friday at the Project Office, and 140-hr/week 7-days/week during days and nights at a project site on Glenbrook Road. These man-hours may increase significantly based on the type of material being stored at the Project Office and other activities being conducted within the SVFUDS. 3. Armed guards are required to maintain license and permit requirements for armed guards in DC. Follow regulations such as work schedules; general orders; criminal liability for disclosure of restricted information; conduct of guards; general qualification of personnel; drug abuse testing; education and experience; age and health requirements; pre-employment check and suitability determination; other qualifying standards; reasons for removal from duty; appearance, uniform and apparel; training requirements; Government and Contractor furnished supplies, materials, and equipment; conditions for carrying firearms; use of force conditions; general requirements; and performance objectives and standards. In order to ensure that contractors are qualified, please provide a capability statement no more than two (2) pages, and statements must include services offered, office locations, service regions that is easily identifiable along with the contractor's name, point of contract, phone number, email address and company web site address. Responses must include the contractor's capability statement and completed Contractor Previous Experience Form. Capability Statements should contain information from the System of Award Management (SAM), Cage Code and DUNS number to verify your business status as an 8(a) Small Business.
