Description
Army Contracting Command - Rock Island (ACC-RI) is seeking possible sources of supply for the potential acquisition of Terephthalic Acid in accordance with (IAW) drawing 13-19-824, Revision B, dated 25 July 2011. Requirement will be for the Terephthalic Acid to be packaged in 55-gallon non-returnable drums made of metal or fiber with a moisture bag; and drums will be required to be strapped/wrapped to a shipping pallet. The Technical Data Package (TDP) for this requirement is Restricted and Export Controlled. TDPs that have been marked as Restricted and Export Controlled can be accessed electronically via the Federal Business Opportunities (FBO) website, with valid contractor login credentials and a current DD 2345, Militarily Critical Technical Data Agreement. Access to these TDPs requires vendors and contractors to have a current DD 2345 on file with Defense Logistics Information Service (DLIS). A current DD 2345 can be requested/obtained by going to https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx, clicking on documents and following the instructions provided. Processing time is estimated at five working days after receipt. Restricted and Export Controlled TDPs will also require approval from the Contracting Officer prior to gaining access to the requested information. To request access click on the link provided below, log in to FBO, click on the "packages" sub-tab, enter your Marketing Partner Identification Number (MPIN) and click on the "request explicit access" button. The requestor must be the "data custodian" that is listed on the DD 2345. Please allow 2-3 working days to process your request. If the company MPIN changes the user will be required to verify the MPIN again to gain access to TDP(s). Completion of a "Use and Non-Disclosure Agreement" may be required prior to access being granted to the TDP. A system generated email from FBO stating access has been granted will provide notification that permission has been granted to view and/or download the TDP. If multiple individuals require access to the TDP it will need to be obtained from the data custodian that is listed on the DD 2345. TDPs with an Export Control Warning Notice are subject to the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C, App. 2401 et. seq. This also applies to distribution of the TDP(s) and related documents to all SUBCONTRACTORS at every level. Upon completion of the purposes for which the restricted TDP(s) and related documents have been provided, the Contractor is required to destroy all documents, including all reproductions, duplications, or copies thereof as may have been further distributed by the Contractor. Destruction of the TCP(s) and related documents shall be accomplished by: shredding, pulping, burning, or melting any physical copies of the TDP(s) and related documents and/or deletion or removal of downloaded TDP(s) and related document files from computer drives and electronic devices, and any copies of those files. Request that interested sources submit terms and conditions, place of manufacture, business size, production capability, delivery lead times, warranty information, cost estimates for budgetary purposes only, whether the item is considered a commercial item, and any other information thought to be valuable in support of a solicitation. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government.
