- 1. The Department of Veterans Affairs Great Lakes Acquisition Center (GLAC) in North Chicago Il intends to negotiate a sole source contract with PICIS CLINCAL SOLUTIONS INC. to provide service to upgrade the software for the PICIS OR Manager system at Captain James A. Lovell VA Medical Center in North Chicago, IL. This contract will be for a onetime firm fixed price contract. This procurement is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements. The contract will be firm fixed price and the NAICS code is 541513. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products, services and capabilities as well as references from other customers who are using these products and services to Upgrade the PICIS OR Manager computer system to the contracting officer NLT 11:00AM EST, 20 April 2018. Supporting evidence must be submitted in sufficient detail to demonstrate the ability to comply with the above requirements and attached Statement of Work. Responses received will be evaluated; however, a determination by the Government to not compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with PICIS CLINCAL SOLUTIONS INC 2. Contract Title. Procure Picis OR Manager that will fully automate our Operating rooms with the existing Anesthesia Record Keeping and Clinical ICU vendor. 3. Background. In 2010, VISN 12 selected Picis Anesthesia Manager, Preop Manager, PACU Manager and Critical Care Manager for six (6) VA Medical Centers (VAMC) across Wisconsin, Illinois, and Michigan. VISN 12 began the process of deploying PICIS to help its clinicians better manage the clinical documentation, workflow, and financial functions from the moment a Veteran patient receives anesthesia in surgery, through post anesthesia care units (PACU)/recovery, to the intensive care units (ICU), and provide unique remote ICU management. Currently, North Chicago VAMC does not have the Picis OR Manager/Smartrack patient tracking module that must integrate with existing Picis services. The facility determined that the Picis OR Manager product meets their urgent and compelling needs and is the only one source capable to work with the existing patient continuous record. 4. Scope. Picis OR Manager is a comprehensive operating room management system that automates each step of the perioperative process. Installation of this software will be at the James Lovell FHCC operating rooms as follows: Summary for the Picis OR Manager quote: OR Manager Software loaded on current Picis servers Build necessary functionality for all user groups (OR, PACU, Pre-Op, Sterile Processing Services) Installation of four (4) large TV displays to project the data from the software in OR, PACU, OR Waiting Room, Pre-Op Training and onsite support One year software warranty One year hardware warranty 5. Specific Tasks. The proposed use of the operating room management system is as follows: From one view, schedulers acess all functions needed to managed the OR Schedule. Physicians and office staff view surgeons' schedules, booking details and activity reports and to submit booking requests. Schedulers track physician privileges and checks conflicts during the booking process. Nursing perioperative charting provides full integration of data from preoperative and intraoperative care and the post anesthesia care unit (PACU), and it updates fields automatically while interfacing with existing clinical information systems. The system automates both clinical and administrative documentation for optimum efficiency. All staff will verify that the surgical procedure occurs at the correct surgical site staff from preop to PACU will see updated patient data, such as a patient's arrival time, location, allergies and special precautions. Modified patient tracking views can also be shared with families that are eagerly awaiting the status of surgical patients. Nurses track supplies, update preference cards and transmit data to a materials management system, where this information automatically decrements inventory and triggers reorders. Manager facilitates the capture of data necessary to meet Joint Commission regulatory requirements within a single application. Picis OR Manager tracks receipt of tissue as well as preparation information including solution and antibiotic administration. 5.1 Task 1 - Implementation. 5.1.1 Subtask 1 - Solution Initiation. Picis implementation team will create the project plan, conduct technical training, provide hardware placement recommendations, and establish SecureLink connectivity. Pcis will install software and interfaces, conduct a strategic planning visit and conduct a technical overview/interface specification review. 5.1.2 Subtask 2 - Solution Build Picis implementation team will conduct product training workshops (refer to Training Section on initial proposal for specifics). Picis will provide advice and guidance on configuration. 5.1.3 Subtask 3 - Solution Validation Picis implementation team will assist with VA testing (component/integration testing, and VistA interface testing). Picis will assist with modifications based upon testing results. 5.1.4 Subtask 4 - Solution Deployment Picis implementation team will conduct OR Manager training, specifically application functionality for Super Users. Picis will assist with parallel validation, establish the production environment. Picis will provide guidance on Go-Live Plan, support the Go-Live efforts, and finally transition customer to Picis Support. 6. Performance Monitoring System functionality will be fully tested and accepted prior to certifying completion of OR Manager implementation. 7. Security Requirements Picis has completed the necessary security requirements: Directive 6550 and MDS2. Picis OR Manager will use same security requirements used in Picis ARK and CIS at facility. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Site will be required to install up to four (4) new cable drops for large TV monitor placement and computers at each TV to display OR Manager screens. Location to be determined at kick off meeting. 9. Other Pertinent Information or Special Considerations. N/A a. Identification of Possible Follow-on Work. N/A b. Identification of Potential Conflicts of Interest (COI). N/A c. Identification of Non-Disclosure Requirements. N/A d. Packaging, Packing and Shipping Instructions. Customer will need to receive and accept four (4) TV monitors that are part of this order.. e. Inspection and Acceptance Criteria. Sign off at Go-Live acceptance date. 10. Risk Control All onsite implementation services (including go-live support) will be provided during normal business hours (Tuesday through Thursday during an eight hour day shift), appropriate to the Customer s time zone. Any services that must be scheduled outside of normal business hours are considered to be in excess of the scoped fixed fee package and may be billable at Picis then current standard after hour s rate(s). Customer provided training classrooms for Super User and end user training will have one (1) computer per Super User or end user attendee and one (1) computer for each Customer or Picis instructor. Note that OR Manager Core Application Training is provided by Picis. The Customer is responsible for training end users, unless otherwise specified in this SIS. Picis will provide consultative guidance on the design and execution of end user training. Actual execution of end user training assessments, education sessions, end user certifications or customizations of education materials is the responsibility of the Customer and is not included, unless otherwise specified in this SIS. The Customer will provide the Picis Project Team with onsite workspace and access to telephone and internet capability (with parity) to existing Customer resources. The Customer agrees to use the Picis on-line issue management system to communicate all issues, questions, and requests as the primary means of reporting issues, receiving updates, and managing an issue list. Building of preference cards is the responsibility of the Customer and on average takes 40 hours to build 100 preference cards after cards are readied by including the Materials Management item numbers (or manufacturer number for infrequently used items) on each card. 11.
