- Description
- The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, firm fixed price contract to Raytheon Company, Goleta California, for the production of an estimated forty-eight (48) AN/ALE-50B(V) Countermeasures Decoy Dispensing Set (CMDDS) component hardware, specifically, the CD-108B/ALE-50(V) Control, Dispenser, Decoy, Countermeasures, commonly known as the Integrated Multi-Platform Launch Controller (IMPLC) to support Department of Defense (DoD) requirements. In addition, this requirement consists of procurement of non-recurring engineering (NRE), hardware, and test asset repair services for the IMPLC. This effort is being awarded on a sole source basis to Raytheon Company in accordance with FAR 6.302-1 because Raytheon is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government lacks the drawings and technical data to permit competitive procurement of the IMPLC. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
