Description
United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) program safeguards U.S. agriculture and natural resources against the entry, establishment, and spread of economically and environmentally significant pests, and facilitates the safe trade of agricultural products. Spotted Lanternfly (SLF) (Lycorma delicatula) was initially detected in the United States in 2014 in Southeastern Pennsylvania. It has since spread through over 3,000 square miles within Pennsylvania. USDA believes the accidental introduction into the United States was through egg mass movement accompanying cargo shipment(s) from Asia. Since its initial detection in Berks County, SLF has spread through the adjacent regions and into Fredrick County, Virginia. If left unmitigated, continued expansion into adjacent areas will likely occur. As a result, the USDA is contracting for the herbicide and insecticide treatments of Ailanthus altissima, also known as "tree of heaven", a known host of Spotted Lanternfly (SLF) (Lycorma delicatula) on priority properties in the state of Virginia. The intent is to award one or more Indefinite Delivery Indefinite Quantity (IDIQ) contracts for a period of three years. This procurement is a small business set-aside. The appropriate NAICS code for this solicitation is 561730 with a small business size standard of $7.5 million. Solicitation number 12639518R0026 will posted on or about April 12, 2018. Any questions or inquiries must be e-mailed to the Contracting Office, to the attention of the point of contact listed in this notice. Requests by telephone will not be honored. Point of contact: Leah Schultz, Contracting Specialist, e-mail: leah.h.schultz@aphis.usda.gov.
