Description
DoD Ammunition Inventory Document This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is issuing this notice seeking sources capable of providing a Information Decision Support Tool for the DoD Ammunition Inventory Enterprise. The DoD Reform Lead for Logistics and Supply Chain is exploring the feasibility and benefits of an information decision support tool to support the DoD ammunition inventory enterprise. It is envisioned that the tool will be comprised of a munitions common operational picture (COP) that will have specific requirements, outputs, and data elements (e.g. a dashboard), and an artificial intelligence (AI)/machine learning (ML) capability that takes information from the COP when applied to use cases or scenarios and provides a series of options to the DoD for decision making purposes. The tool will link requirements, procurement, production, capacity, and stockpile management information to provide data-driven options, impacts, and results at a DoD enterprise level. The AI/ML tool will be capable of providing cost information for the series of options generated in response to use cases, and will do the data analysis so that personal preference or bias may be avoided in the development of options. The initiative would provide the first ever tool with complete enterprise stockpile visibility, real time data-driven health and readiness metrics, the ability to measure the impact of decisions and subsequent cascading order of effects on readiness to meet operational plans and the ability to evaluate alternatives, substitutions, trade-offs and associated costs, replenishment time lines and ability to store (Please see attached DoD Ammunition Inventory Document for additional information). To this end, the WHS Acquisition Directorate is seeking the following information from interested companies: 1. Feasibility of such an endeavor and approach to accomplishment. 2. Please describe and provide information about your typical pricing structure. a. What kind of fixed price pricing structure would you recommend DoD use for this solicitation? What kind of CLIN structure would you recommend? b. Please provide an rough order of magnitude which details relevant labor categories and fully burdened labor rates:  Cost (manpower, dollars and rate), schedule (months, years) to build broken out into: • Prototype (if needed) • Final tool 3. Technology used to build the system and integrate the myriad data elements and systems 4. Cost to maintain a system once built (per year).  Consider: • 24/7 help desk support • Maintenance of connection and incorporate changes to data tables Instructions for Submission RFI respondents are encouraged to provide responses to this RFI. Responses may inform the future DoD Ammunition Inventory Enterprise solicitation. The WHS/AD requests that responses to the RFI be submitted by 3 May 2018 by 2:00 p.m. Eastern Time. All submissions must be submitted via email to whs.ncr.ad.mbx.rlab-asda@mail.mil in a searchable format (e.g., not scanned). No verbal responses will be accepted. Proprietary information may be submitted; however, RFI respondents are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. All submissions will be protected from disclosure outside of the DoD to the maximum extent possible under Federal laws. Only unclassified responses will be accepted. Do not submit classified information. This RFI is not a solicitation. This RFI is for planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, DoD is not seeking proposals at this time, and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Participation is not mandatory or required; participation or response to this RFI is not a prerequisite for any future procurement activities.
