- Source Sought Information Request Form Sources Sought Notice - INFORMATION ONLY 153d Airlift Wing, Air National Guard, Cheyenne, WY DATE OF NOTICE - 12 April 2018 - 26 April 2018 Synopsis: 153d Strong Bonds SOURCES SOUGHT: The purpose of this synopsis is to gain knowledge of potential "Unrestricted" sources interested in performance of Strong Bonds Events located within the state of Wyoming and Northern Colorado (including Denver area). This notice is for planning purposes. All interested parties should respond by submitting the Sources Sought Information requested including the Form by 26 April 2018 Close of Business. Wyoming Air National Guard may issue one solicitation for one award for a Firm Fixed Price contract or a solicitation to create a Blanket Purchase Agreement with multiple hotels. Period of performance is expected to be in a 2 year period which may include 4-6 events per year to contract 20-30 rooms for each event including a meeting room with A/V support and meals; HOTELS ONLY - NO THIRD PARTY/PRIME VENDORS SHALL SUBMIT a SOURCES SOUGHT RESPONSE OR CONTACT HOTELS TO NEGOTIATE •A typical Statement of Work for an events will be as follows: B. Meeting Space: 1. General Session Conference Space required to accommodate approximately 32 attendees, set in 10 top rounds, comfortably accommodate meal service, medium sized risers or fixed stage/lectern or podium centered, wireless internet capabilities AV booth near outlets and use of house sound connections if available or A/V freedom-A/V freedom means: we will make use of our own technicians and equipment. a. Friday, June 15, 2018, 3:00 pm to 9:00 pm b. Saturday, June 16, 2018, 6:00 am to 9:00 pm c. Sunday, June 17, 2018, 6:00 am to 2:00 pm 2. Event Registration Space. Hall, entry, pre-function or separate room adjacent to General Session is required as out lined below. Two (2) draped and dressed rectangular tables to be used info fair style. Two chairs should be provided at each table. Standard wall outlets must be accessible for use. Long wide hallway in front of a ballroom is desirable. Wireless internet capabilities. We can/are willing to arrange from this set up, our registration tables. Space required: a.Friday, June 15, 2018, 3:00 pm to 9:00 pm for registration of attendees. b. Saturday, June 16, 2018, 7:00 am to 9:00 am for event registration c. Sunday, June 17, 2018, 7:00 am to 1:00 pm for event check-out 3. Miscellaneous other meeting space requirements as follows: a. One private guest room or similar sized space for Chaplain to share and conduct one-on-one sessions. No beds authorized in room provided. Converted guest rooms, set office/lounge style, are ok. Saturday, June 16, 2018 6:00 am to 9:00 pm b. Event Command Post/Admin Office. Space should be located nearest to ballroom/general session and registration. Set executive conference style, with power, power strips and or multiple outlets for computer stations. Both wireless and LAN internet capabilities are a MUST. Friday, June 15, 2018, 4:00 p.m. - Sunday, June 17, 2018, 3:00 p.m. C. Meals: 1. Contractor shall provide three buffet meals to accommodate approximately 32 people at each meal. Menus are negotiable (NO hotdogs) and must remain at or under the per diem cost allotted for meals in the City/County where contract is awarded. On average this rate is *$10.00 per person for breakfast, *$15.00 per person for lunch and *$20.00 per person for dinner. Meals may be procured using any variation of cost agreed upon so long as the totaling is no more than maximum allowable adult rate for these three meals combined. Rate is inclusive of any service fees the Contractor chooses to charge. Service fees are not authorized above and beyond the total per diem rate authorized per adult. a. Breakfast buffet meal served at 8:00 am Saturday, June 16, 2018 b. Lunch buffet meal served at 12:00 pm Saturday, June 16, 2018 c. Breakfast buffet meal served at 8:00 am on Sunday, June 17, 2018 2. The government shall provide contractor with a final count of personnel to be served buffet meals one week prior to the event date Friday June 8, 2018. The government will not be responsible for any cost above those calculated based on the final counts provided. 3. The meal rate for this event will not exceed the daily Government Daily Per Diem Rate for the Region where the contract is awarded. 4. Breakfast meals must contain at minimum, but are not limited to: one breakfast meat, eggs, whole grains, fruit, coffee, tea & water and applicable condiments. 5. Lunch meals must contain at minimum but are not limited to: two meat/protein options, two whole grain options, two vegetable options, one dessert option, tea & water and applicable condiments. 6.Dinner meal must contain at minimum but are not limited to: two meat/protein options, two whole grain options, two vegetable options, one dessert option, coffee, tea & water and applicable condiments. D. Refreshments: 1. The following two refreshments/breaks (menu negotiable) to accommodate approximately 32 people are requested at the cost of $1500.00 or $7.00 per person or less (for both coffee service and the P.M. menu break). Refreshments/Breaks are requested to be served/provided as follows: a. Coffee/Tea Service Saturday, June 16, 2018 9:00 am until supply is exhausted and provided in/near the main conference room. b. P.M. menu selection Saturday, June 16, 2018, set for service at afternoon break at 2:30 pm in/near the main conference room. 2. The government shall provide contractor with a final count of personnel to be served coffee and refreshment services one week prior to the event date (Friday June 8, 2018). The government will not be responsible for any cost above $1500.00 for coffee and refreshment services combined in total. All refreshments will be left out and available to attendees until the refreshments have been consumed or the government point of contact agrees to discontinue refreshment service. Prepackaged, canned, bottled, and or non perishable leftovers MUST be provided to the government point of contact on site. E. Audiovisual Equipment potentially required: 1. Podium, microphone(s), screen(s), stage, AV/cart/table, A/V connections to house sound and projector (if built in), and internet service. Costs quoted will determine our decision to rent equipment or provide our own. 2. Should we provide our own equipment the Government requests AV Freedom and will be permitted to connect its equipment to the contractor's electrical outlets, house sound and AV connections within the facility and for the duration of the event with no additional cost to the government for use of contractor's electrical power service. F. Other: 1. Contractor shall provide or agrees to the following miscellaneous items for duration of conference: a. Directional signage as follows: navigation to registration, general meeting space, breakouts and childcare locations, signage listing breakout sessions by name on or near the doors of each breakout room. All signs, placards, door cards and so forth that identify our group should be labeled "ANG STRONG BONDS." b. The contractor agrees to allow the government, referenced above as "A/V Freedom" the ability to utilize our own technicians, and a combination of our own, and contracted A/V equipment, to include sound, power, projection, screens, laptops and internet connections (routers, LAN, wireless). c. Contractor shall provide U.S. and State of Wyoming Flags, ceremonial flag poles and flag bases, placing them in the main ballroom on or next to medium risers/fixed stage. The American flag must fly at equal or greater height of the Wyoming flag and be placed on the right side of a speaker who would be standing at the podium facing the audience. The State of Wyoming flag should be posted on the speakers left. G. *Useful Resources: 1. Perdiem prorated costs for contracting meals http://www.gsa.gov/portal/content/101518 All interested parties will provide this office, in writing, a notice stating their positive intention to submit a proposal as a contractor no later than 26 April 2018 by COB. This notification, which shall not exceed Five (5) typewritten pages, must include a (1) positive statement of intent to propose as the contractor, and (2) a completed and signed Source Sought Information Request Form (attached) and (3) a listing of projects completed by the company during the past five(5) years, both for government and private industry projects. The type of project, dollar value, contract number, location of project, Point of Contact (POC), and POC email are to be included. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. Information shall be provided via email to: matthew.t.sutton3.mil@mail.mil.
