- DRAFT Performance Work Statement Sources Sought Synopsis NOTICE: Sources Sought Synopsis RFQ No.: RFQ1278845 POSTING DATE: 12 April 2018 RESPONSE DATE: 23 April 2018, 11:00 a.m. CST (Central Standard Time) NAICS Code: 541511, Custom Computer Programing Services SB Size Standard: $27.5 million This announcement constitutes a Sources Sought Synopsis and is for information purposes only. This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. The information submitted in response to this Sources Sought notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Governmentwide Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought notice. No vendor will be provided information on solicitations issued on a Governmentwide Point of Entry based on this Sources Sought request. The 1st Special Operations Contracting Squadron at Hurlburt Field,, FL, intends to award a sole source contract to Odyssey Systems Consulting Group, LTD. Hurlburt Field is conducting research to determine the existence of potential sources to provide Joint Terminal Attack Controller (JTAC)-WEB under NAICS 541511, Custom Computer Programing Services. The Small Business size standard for this NAICS code is $24.5 million. Large and Small Businesses are invited to answer this market survey to determine market capabilities. The services are to provide capability to support 3,500 users with recoverable training and a certification program meeting all requirements at a Technology Readiness Level (TRL) 9 by way of Air Force Special Operations Command (AFSOC)/ Air Combat Command (ACC) Joint Terminal Attack Controller (JTAC)-Web: Academics Currency Tracking System (A2JACTS), or equal, IAW (in accordance with) the attached draft PWS (Performance Work Statement). This draft has been included to give interested firms a general understanding of the nature and scope of work to be performed. This draft is not a final indication of all services to be performed under this contract effort. A draft justification and approval document has also been included with this sources sought. This intends to be a sole source procurement with a firm-fixed price contract for 6 months and having no options. Instruction to Offerors: To indicate positive interest or submit questions in regards to this requirement, please submit the following to the 1st Special Operations Contracting Squadron: 1. Contract numbers and amounts on recent and relevant past performance on similar work. If none, indicate as such. A lack of past performance does not preclude contractors from indicating positive interest. 2. POC (name, telephone number, and email address) along with contractor's CAGE Code, DUNS, and the physical location of your facility. Required Information: This request may not directly lead to a Request for Quotation/Proposal. Any interested party who can offer all of the above may submit an electronic written reply, of not more than 3 pages, addressing each of the above items and defining how their location is capable of ALL minimum requirements listed above.
