Description
This is a COMBINED SYNOPSIS/SOLICITATION for armed escort while flying team training services prepared in accordance with the format in FAR Parts 12 and 13 as supplemented with additional information included in this notice. This solicitation has been prepared with the intent to award on a competitive basis. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation number N456118RCSA504 is issued as a request for quotation (RFQ). The closing date is 17 April 2018 at 2:30pm PT. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-97 and DFARS Change Notice 20180323. Questions regarding this procurement must be submitted through email to the purchasing agent at kevin.nimmo@navy.mil. All questions submitted shall include the solicitation number in the subject line. Other methods of question submittal will not be acknowledged. The Government will make every attempt to answer all questions in a timely manner; however, questions submitted within 2 days of the posted closing date may not allow ample time to respond and offerors cannot be guaranteed a response. All questions and answers will be posted for viewing by all other potential offerors. It is the contractors responsibility to be familiar with the applicable clauses, provisions, and the attached Evaluation Criteria. The North American Industry Classification System (NAICS) Code for this acquisition is 611430 - Professional and MGT Development Training; Size: $11.0 M. This acquisition is set aside for small business. The contract type is Firm Fixed Price. Brief Requirement Description (for full description, see attached Performance Work Statement): NAVCONBRIG Miramar requires training for twenty (20) attendees at Marine Corps Air Station Miramar. This training consists of three days of live fire training and one day of ground self-defense/weapons retention. During live fire training safety measures will be followed in accordance with the Security Forces Regiment range/Marine Corps IAM standard operating procedures. The contractor shall provide training to expand and enhance the existing skill level of credentialed Armed Escorts who regularly conduct armed mission aboard civilian commercial airlines. The contract shall provide training that will comply with Department of Homeland Security (DHS), Transportation Security Administration (TSA), and Federal Air Marshal Service (FAMS) requirements associated with armed escort of prisoners on commercial aircraft. The contractor shall train personnel from NAVCONBRIG Miramar in advanced techniques applicable to flying armed while transporting potentially high risk prisoners. The contractor shall provide training that will elevate the skill level of all armed escorts and provide them with the necessary confidence and knowledge to conduct themselves accordingly in the event of a volatile situation aboard civilian airlines, therefore ensuring the safety of the public, the prisoner and themselves The Government is looking for a contractor furnished Commercial off the Shelf (COTS) training.
