Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with Covidien Sales LLC located at 15 Hampshire St. Mansfield, MA. 02048-1113. This requirement will be used to establish a BarrX Equipment Warranty Service Contract for the Gastroenterology Section (GI) of VA Loma Linda Healthcare System (VALLHS). VA Loma Linda Healthcare System is requesting single source procurement of warranty preventative maintenance and technical support on the Halo Flex RFA Energy Generator Item# XWAR3-FL Serial # FE1294 the GI Lab has purchased in 2013. GI is requesting a service maintenance contract that will include: software upgrades, hardware and accessories, service loaner and refurbished replacement devices, priority call in status, remote technical support and accidental damage. The Halo Flex RFA Energy Generator is used for coagulation of bleeding and no bleeding sites in the GI tract when seeing ulcers, Mallory Weiss Tear - (a tear in the esophagus) any Arteriovenous malformations, Dilation Lesions, Angiodysplasia, radiation proctitis, also, patients with Barrett s Esophagus receive treatments that have precancerous cells and prevent patients from developing esophageal cancer. The proposed period of performance will be from 4/23/2018 through 4/22/2019 (Base year), with Two (2) Option Years. The estimated value of the Base Year is $12,833.00 for the Base year with a total estimated value of $38,500.00 for the life of the contract. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 4/23/2018. The place of performance is as follows: VA LOMA LINDA HEALTHCARE SYSTEM located at 11201 Benton St. Loma Linda, CA. 92357. The North American Industry Classification System (NAICS) for this requirement is, 811219 Other electronic and Precision Equipment Repair and Maintenance. The Small Business Administration size standard for this sector is $20.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
