Description

This is a Sources Sought notice. Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL require Contractor Support Services (CSS) to assist in the acquisition and management of Navy training systems. The majority of the personnel are required to work onsite at NAWCTSD, located at 12211 Science Drive, Orlando, FL 32826-3224. Required disciplines include engineering, instructional systems, program management, and logistics to acquire and manage Navy training devices and systems. The CSS requirements provide temporary augmentation of the NAWCTSD work force. The Contractor Support Services (CSS) address work requirements that arise throughout the acquisition life cycle, from concept refinement through operation and support. Work will support the acquisition and maintenance of complex training devices for Naval Air, Sea, and Undersea training. Most of the work supports managing acquisition processes; developing content for Navy electronic training; and network/systems administration will be in the offices of the DeFlorez building. Additional hardware, software, and IT work will also be required in the NAWCTSD research and development laboratories that are also located there. Some work may be conducted offsite at a contractors facility. The government expects to award a Cost Plus Fixed Fee type of contract that provides approximately 90,000 hours of work each year and that requires various different Labor Categories of Journeyman and Senior personnel. The contract period of performance will be one year with four additional one-year option periods for a total of 5 years. Responses to this notice should include a brief synopsis of the Contractors experience in providing these types of professional services. Describe the following: your firm ™s past experience with these types of Navy training work; your firm ™s past experience with these types of Navy training work using Cost type of contract; and number of employees and employee qualifications on similar past contacts. Provide your office location, CAGE Code, and a statement regarding your current Small Business Administration (SBA) business size and socio-economic classification under North American Industry Classification System (NAICS) code 541330, Engineering Services. Please also include the status of your accounting system. E-mail responses that are no more than 5 pages long to the Contract Specialist for this solicitation at Jason.J.Jackson@navy.mil. Use 12 point Times New Roman font. NAWCTSD is using this notice for the purpose of determining market interest, availability, and adequacy of potential small business sources prior to establishing the method of services acquisition and issuance of a request for proposals. Issuance of this sources sought notice does not obligate the Government in any way to issue a solicitation or to award a contract in furtherance of the objectives discussed herein. No funds are available to pay for preparing responses to this notice. Interested offerors shall respond to this notice, no later than 4:00 PM (Eastern Daylight Time (EDT) on 30 April 2018 via email to Jason.J.Jackson@navy.mil. All interested offerors must register in Systems for Award Management (SAM) to be eligible for award of Government contracts. In order for an awardee to be eligible to a contract award, it would also be required to have an adequate accounting system. See the DRAFT Statement of Work.
