- SOURCES SOUGHT - Integrative Theatrical Digital Projection Content Design and Production Services This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. This market research tool per FAR Part 10 is being used to determine potential Women Owned Small Business (WOSB) firms capable of providing the services described herein. The Fort Belvoir Mission Installation Contracting Command (MICC), on behalf of the Military District of Washington (MDW), Fort McNair, Washington, D.C. is conducting market research to determine the availability of qualified WOSB firms capable to produce world class quality integrative digital scenic content for display on varying digital and video content display mechanisms, according to the Government's vision with the exception of those items specified as government furnished property. The Government is seeking to identify qualified WOSB sources under North American Industry Classification System (NAICS) 512110 Motion Picture and Video Production. Description of Services - The Military District of Washington will engage in the production of Department of the Army multi-media (e.g., music/vocalists, tab actors and video screens) outreach events to connect the Army to the American People. Several of the Army's premier performing units such as the 3rd U.S. Infantry Regiment (The Old Guard) the U.S. Army Band, Pershing's Own and The U.S. Army Field Band will be an integral part of these productions. The production theme will dictate the video/still content and be scenically interactive with the performance and action onstage. These events will occur in Conmy Hall, a historic 35,000 SQF brick structure, located on Joint Base Myer-Henderson Hall; within the National Capital Region in such places as Daughters of the American Revolution's Constitution Hall and The Women in Military Service for America Memorial at Arlington National Cemetery; and in city venues across the United States in support of the Army Field Band. These events are open to both military and civilian audiences and admission is free. Digital scenic content and design will be required for, but are not limited to, the following Army events: • Celebrating America's Army: An Evening of Heroes and Voices • American Holiday Festival • 1812 Overture Concert • Anniversary Concert • Various Theme Concerts, e.g., "Debt of Gratitude, A Tribute to the Vietnam Soldier" • Department of the Army Retirement Ceremonies • Twilight Tattoo • Salute from the Chief of Staff of the Army • Veterans Day Concert • Army Birthday Ball • AUSA Opening Ceremony • U.S. Army Field Band Tour The contractor shall work directly with, and receive guidance from, the Government Event Artistic Director and the Government Executive Producer. The contractor shall also work directly with and receive guidance from the Government Show Producer. This shall include, but is not limited to, scripting, show development, content development, execution, and show direction. Key Personnel: The following personnel are considered key personnel by the government: Project Manager, Digital Content Designer, and Creative Director. All key personnel must be able to communicate fluently in English both verbally and in writing. Qualifications for all key personnel are listed below: Project Manager: Must have contract administrative experience and a total working knowledge of the contract. Content Designer/Creative Director: Must provide documentation showing a minimum (5) five years as a Content Designer with designing at least a minimum (4) four productions for the military. Must have total knowledge of the programming and operation of on-site content execution equipment. Have a working knowledge of developing both three (3) dimensional and two (2) dimensional graphics. Must be able to integrate and format content into nonstandard formats. Must be able to learn and implement knowledge of military uniforms, equipment, and protocol. (2) Business type - WOSB (3) A capabilities statement regarding similar requirement. (4) CAGE Code, DUNS Number and a list of Government solicitation sites that your company is available on (i.e. FedBizOpps, GSA eBuy.). Responses are due NO LATER THAN APRIL 18, 2018 at 4:00 PM. Please do not respond with brochures, advertisements or other generic material. These will not be considered as a capability statement.
