This announcement constitutes the only solicitation quotes are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The Associated North American Industrial Classification System (NAICS) code for this procurement is 238210. The National Cemetery Administration Pacific District is seeking quotes from contractors that are qualified to contract services to upgrade the Central Controller and install a Weather Station at Sant Fe National Cemetery. Project Title: Santa Fe National Cemetery Upgrade Central Controller and Install Weather Station Project Location: Santa Fe National Cemetery, 501 N Guadalupe Street, Santa Fe, NM 87501 All work shall be performed in accordance with the Statement of Work contained here within. SCHEDULE OF SERVICES: PRICE/COST SCHEDULE Contract Line Item Description Quantity Unit Unit Price Total Price 0001 Install Site Control w/Computer and 900 MHz Radios for Weather Station Communication 1 Job $________ $_______ 0002 Install WS-PRO2DC Weather Station 1 Job $________ $_______ Total Price $_______ SCOPE OF WORK GENERAL SCOPE OF WORK: The Contractor shall furnish all labor, materials, equipment, services and supervision to perform work to install Site Control system with new computer, two (2) 900 MHz Radios for Weather Station communication, and one (1) WS-PRO2DC Weather Station. The Site Control system will include one (1) new computer with 5-year GSP Plan replacing existing control system and two (2) 900 MHz radios for weather station communication and include programming of software and radios. One (1) WS-PRO2DC Weather Station will be installed on the south side of the maintenance building. Communication between the weather station and Site Control will be with the 900 MHz Radios. Work will be accomplished in accordance with VA requirements, Federal, State and Local Code requirements at Santa Fe National Cemetery (SFNC), located in Santa Fe, NM. All work will be conducted in such a manner as to minimize the impact on the cemetery operations. Submission of a schedule that minimizes the effect of normal operations on the cemetery shall be approved by the COR and Cemetery Director prior to the start of work. Site work will be accomplished between the hours of 8:00 and 4:30, Monday through Friday; no work will be performed on Federal Holidays. All work will be coordinated with the Contracting Officer s Representative (COR). Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. Contracting Officer s Representative (COR): Ruben Flores Santa Fe National Cemetery 501 North Guadalupe Santa Fe, NM 87501 TEL: (505) 988-6400 FAX: (505) 988-6497 ruben.flores@va.gov DESCRIPTION /STATEMENT OF WORK/SPECIFICATIONS Description: The Santa Fe National Cemetery has one (1) existing Rain Bird Site Control system, outdated computer, and no weather station for managing ET based water management. This project will replace computer and include current Site Control software with a 5-year GSP plan. A new WS-PRO2 weather station will be installed south of the maintenance building. The two (2) 900 MHz radios will be provided and programed to communicate with the weather station. The work in this project includes but is not limited to: Item 1: Installation of Rain Bird Site Control System with New Computer. Install Rain Bird C013955Y 5-Year GSP Plan Site Control With New Computer Computer to be supplied by Rain Bird for Central Control System Provide Premium PC with 24 Monitor Provide two (2) 900 Mhz Radios for weather station communication Program software and radios Item 2: Installation of WS-PRO2 Weather Station. Install WS-PRO2DC Weather Station per manufacturer recommendations. Locate weather station south of the maintenance building approximately 10-feet south of the building and 10-feet west of the wall. Communication will be set up with radio communication. The weather station shall be mounted on a poured concrete base and securely bolted to it. Power shall be provided per manufacturer recommendations. Surge protection shall be provided for the 16 VDC power supply to the weather station. The weather station shall be grounded to an earth ground. The earth ground network shall be 10 ohms or less when tested with a ground measuring device. GENERAL REQUIREMENT General Notes: Prior to submission of any bid, the Contractor shall perform a thorough field survey of the existing conditions and features. Verify at project site the exact dimensions, clearances and associated requirements of existing conditions to insure proper procurement and installation. Any site conditions which may cause significant deviation from the Statement of Work shall be brought to the attention of the Contracting Officer Representative (COR) for clarification prior to submission of the bid. All utilities required for the continuous operation of all existing facilities must be maintained in service at all times. All work shall be coordinated with the Contracting Officer s Representative (COR). Work will be conducted in such a manner to minimize the impact on the Cemetery operations. Contractor shall obtain any necessary permits and cooperate with the utilities company/cemetery staff to avoid any damage or liability, and provide a safe work environment for his/her employees. Contractor is responsible for damages to utilities, above and below ground. The Contractor shall coordinate with the COR to store any required materials or supplies prior to and during the performance of work, (i.e., storage containers, construction fencing, and portable latrines) if required by the contractor for project execution. Public access to the National Cemetery shall not be impaired. The Contractor shall assume sole responsibility for the safety of all persons on or about the construction site in accordance with applicable laws and codes. The contractor shall be in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and Division of Occupational Safety and Health (DOSH) and shall meet all safety requirements of Santa Fe National Cemetery Safety Officer, Department of Veterans Affairs, OSHA, and the State. The Contractor shall guarantee that all work done under this contract will be free from faulty materials or workmanship for a period of one year after the date of Final Acceptance by the Government. The Contractor hereby agrees to repair or replace all defects appearing in the work done under this contract to the satisfaction of the Government at no additional cost to the Government. The Contractor shall repair and or replace any damage done to cemetery property to its prior existing condition when altered or damaged by the Contractor at no additional cost to the Government. (e.g., damage to turf, water utilities, headstones, curbs, and pavements.) All debris shall be removed from the site by the Contractor, at the Contractor s expense, including all dump fees. Debris shall not be allowed to accumulate at the site; debris shall be removed on a daily basis. The contractor shall make all attempts to minimize disruption to cemetery activities.
