Description
SMCA Explosives Supply Contract Prioritization at HSAAP. SUBJECT: Single Manager for Conventional Ammunition (SMCA) Explosives Supply Contract Workload Prioritization at Holston Army Ammunition Plant (HSAAP) 1. The DOD is experiencing unprecedented increases in requirements for explosive material manufactured at the Holston Army Ammunition Plant (HSAAP). Capacity improvements and modernization projects are being implemented to meet the increased demand. Additionally, the increase in demand has necessitated a new process for prioritizing workload and adjudicating production schedule conflicts should the need arise. 2. At my direction the following changes are necessary as a result of increased explosives demand. I have established the following: a. a defined communication process which will be used to communicate and manage delivery schedule conflicts through a single point of contact; and b. a prioritization hierarchy for adjudicating production and scheduling conflicts, should they arise. 3. As the new prioritization paradigm is socialized and implemented, I request that all stakeholders: a. plan for contract award of explosive requirements as early as practical; b. prepare for extended explosive lead times; and c. manage delivery schedule concerns/conflicts through established US Government Program Management Office chains of command to the designated point of contact, referenced below. 4. The communication process and prioritization hierarchy will not result in blanket reprioritization of the production schedule at HSAAP, but will be used to manage future prioritization requests and conflicts, should they arise. 5. Within the prioritization hierarchy, delivery priority will be given to Defense Priorities and Allocations System (DPAS) rated orders (Title 1 priorities in accordance with Defense Production Act (DPA) of 1950). Prioritization discussions and negotiations will also consider operational impacts to the Warfighter, industrial base impacts, and specific Military Service priorities. It is important that affected US Government Program Management Offices are involved in any discussions related to reprioritization of their requirements. For the purposes of reprioritizing requirements, the requesting offices will be relied upon first to identify trade-space within their own specific Military Service portfolios prior to impacting other programs. 6. Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) requirements are considered within the prioritization process. Therefore, requests for explosives production reprioritization in support of FMS or DCS orders will be considered and vetted through the prioritization process, if required. 7. As with any other component, lead times should be verified with suppliers; explosives are no exception. If unacceptable risks or issues are identified with respect to explosives lead times or availability, the commercial Industrial Base should immediately elevate the issues through their respective US Government Program Management Office who will then coordinate the concern to the prioritization point of contact. 8. At this time, it is not my intent, nor direction, to prioritize a strictly commercial requirement over any requirement intended to support a DOD, FMS, or DCS program. 9.
