- Justification and Approval NOTICE OF INTENT TO AWARD SOLE SOURCE: The U.S. Department of Justice, Federal Bureau of Investigation (FBI), Professional Services Acquisition Unit (PSAU) intends to award a sole source purchase Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Florida Institute of Technology for training in radio frequency theory, network propagation, and related disciplines required for CAST members to testify as expert witnesses in a trial setting. The Period of Performance for this effort is 60 months. Florida Institute of Technology (FIT) is the only source that meets all of the FBI's requirements outlined in Section 3 of the attached Justification for Other Than Full and Open Competition document. FIT is a national, private, not-for-profit, technological, coeducation, doctoral-granting, research-intensive university. FIT's Wireless Center of Excellence (WiCE) has the necessary academic credentials, scientific background and practical industry experience. WiCE researches and validates methods of interpolation used by FBI CAST members. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.101. The anticipated award date is May 1, 2018. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the services listed above. Deadline date for the submittals is April 25, 2018 at 10:00 am Eastern Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. The most applicable North American Industrial Classification System (NAICS) code is 611310, Colleges, Universities and Professional Schools. The Small Business size standard for this NAICS code is $27.5M. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned.
