Description

INU TEQ, LLC has a requirement to acquire software license request for the QueSSt SIM systems. This licenses is proprietary to RSI Visuals since they won the original order through the competitive process. INU TEQ intends to purchase the items from RSI Visual Systems Inc, 955 Freeport Parkway #100, Coppell, TX 75019. Procurement falls under FAR6.302-1(a)(2)(ii). This procurement will provide licensing for existing proprietary government furnished equipment that was acquired through competition at an earlier date. Licensing must be provided by RSI because it proprietary.. RSI Visuals Inc is the only responsible source and procurement through another vendor would require procurement of other equipment which would be a significant duplication of costs not expected to be recouped through competition. Only one responsible source and no other supplies and services will satisfy agency requirements (10 U.S.C. 2304(c)(1)). The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m. local time on 4/26/2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
