- Page 3 of 3 Special Notice Request for Information Only The Department of Veterans Affairs, NCO20 is looking for sources of the following. STATEMENT OF WORK/SALIENT CHARACTERISTICS Department of Veterans Affairs Seattle VA Medical Center Overview: Seattle VAMC requires Prospective contractors to provide the following Optilia Digital Capillaroscopy, Extensive kit. Brand Name or Equal per FAR 52.211-6 Brand Name or Equal to Optilia Medical. 1 EA OP-120 002 Optilia Digital Capillaroscopy, Extensive kit Objective: Our objective is to provide Seattle VAMC with necessary equipment to provide the best care for our veterans. A number of rheumatologic conditions that are seen in the Seattle VA Rheumatology/Arthritis Clinic involve examining Nailfold capillaries. Nailfold Capillaroscopy increases the sensitivity of the American College of Rheumatology classification criteria and has been recommended by the European League Against Rheumatism as a tool to be used as a diagnostic method in patients who have Raynaud s phenomenon (RP). These criteria are oftentimes used by rheumatologists to ensure a high level standard of care. The Nailfold Capillaroscopy is an important tool needed to help distinguish between primary and secondary RP. The difference between the two is significant and can dramatically affect a veteran s life and subsequent healthcare. It is a matter of distinguishing between a relatively benign condition treated with lifestyle modifications, or a more involved medical approach in searching for the underlying autoimmune condition whose symptoms include RP. These conditions that have Raynaud s phenomenon include systemic lupus erythematosus, scleroderma, mixed connective tissue disease, and dermatomyositis among others. The need to examine Nailfold is useful in the consideration of non-rheumatologic conditions seen in the veteran population such as thromboangiitis obliterans which is an inflammatory, occlusive vascular disease seen in smokers or digital findings in patients considered for infectious or non-infectious endocarditis. Securing the correct diagnosis will help dictate therapy (usually chronic) which may be vastly different treatments, i.e., chronic immunosuppressive medications in autoimmune systemic disease versus antibiotics in infected patients. Administering incorrect treatment may have harmful effects. Nailfold Capillaroscopy is not only useful in securing diagnoses and directing or escalating drug therapy, it is also useful in prognosticating for these diseases that may be life-threatening. Salient Characteristics The Government requires the following characteristics to be met: This system would require the use of ability to work with an operating system of Windows 7 Professional, Windows 8.1 and Windows 10 (32 or 64 bit) with a memory of 2GB or higher for usage. 1XUSB 2.0 Port for Mediscope with OptiPix Capillaroscopy lite and Capillaroscopy Clinic This is not a request for competitive quotes; however, any firm that believes it can meet these requirements vendor may give written notification to the Contracting Officer within 6 days from the date of the publication of this synopsis. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only authorized representatives of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Responses are due by 04/16/2018 1:00 pm EST. In accordance with FAR and VAAR Part 8 and/or 13, this notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, 19 Jan 2017.
