- This RFI constitutes a market research tool for the collection and analyses of information to determine business capability to provide technical, administrative, testing and operational support services to the U.S. Army Communications Electronics Research Development and Engineering Center's (CERDEC) Command Power and Integration (CPI) Directorate, Power Division (PD). This RFI is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect cost or charges will arise as a result of the submission of a company's or corporation's information. The Government shall not be liable for or suffer any consequential damage for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations and requirements. The Government does not guarantee that this RFI will result in a Request for Proposal (RFP) or contract award. The Government will not provide reimbursement for any costs incurred by vendors who respond to this RFI. REQUIREMENT The Communications Electronic Research, Development and Engineering Centers (CERDEC), Command, Power and Integration Directorate (CP&ID), Power Division (PD) is seeking sources for a Li/CFx-MnO2 battery in the XX90 configuration. The subsequent proposed solution, at a minimum meet the following requirements: 1.) Li/CFx-MnO2 cells packaged in the XX90 configuration. 2.) A battery weight of no more than 2.25 lbs (1.0 kg) 3.) The ability of accepting 2A and 4A current across the battery. 4.) Capability of delivering 400 Wh/kg 5.) Capability of lasting approximately 60 hours under a 6.4W discharge. 6.) Operate from over a temperature range of -28.9°C to 54.4°C) 7.) Projected costs in production quantities of 500-10000 per year to be between $200-300 per unit. Additional information regarding battery specifications can be found in MIL-PRF-32271A, MIL-PRF-32271/1A, and Drawing 3315878. Responses should be emailed to Paula Latorre at paula.c.latorre.civ@mail.mil, no later than 31 June 2018. INSTRUCTIONS TO POTENTIAL RESPONDENTS - DELIVERABLES: All interested parties shall respond to the RFI by submitting the below information no later than close of business (COB) on 31 June 2018: Interested parties capable of meeting the requirements stated above shall submit a written narrative which supports their company's claim of presently having the technology, qualifications, experience, and capabilities as they relate to the requirements stated. Responses must be no longer than twelve (5) pages in length. Specifically, any interested companies shall provide the following information: 1) Name of company submitting response; 2) Company point of contact (POC) (name & title, phone number & email) 3) CAGE code (to include subcontractors, if available); 4) A summary of performance data that validates the proposed approach. This is NOT a request for proposal and does not constitute any obligation by the Government to award a contract based on the findings from the survey. The Government will not reimburse interested sources or respondents to notice, or any follow-on notice, for any costs incurred in association with this announcement or for subsequent exchange of information. Proprietary information submitted in the response to this Market Survey shall be marked accordingly and will be protected when clearly identified as proprietary. All requests for further information must be in writing and via email; telephonic requests for additional information will not be honored.
