- THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 511210 (size standard of $38.5 Millions). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide QA Inspector System, that at a minimum meets the following salient characteristics/statement of work for the VA San Diego Healthcare System (VASDHS): Salient Characteristics Must be approved by the VA IT TRM Must be listed on the VA TRM List Must be approved for EMS cleanliness inspections Must provide training Must provide an automated mobile inspection program for EMS QA inspections Must provide real time data that is synched automatically with a tablet Must be able to make online modifications Must be able to identify deficiencies and include information Must be able to collect corrective action taken responses electronically directly to the database Statement of Work 1. Background. VA HEALTHCARE SYSTEM SAN DIEGO HAS BEEN APPROVED TO PURCHASE FOR QUALITY INSPECTIONS TO RECORD DATA USED FOR PERFORMANCE AND TRAINING ASSESSMENTS FOR ALL SANITATION ASPECTS FOR VA SAN DIEGO HEALTHCARE SYSTEM. 2. Scope. THE CONTRACTOR SHALL PROVIDE ALL SUPPLIES, EQUIPMENT, SOFTWARE AND TRAINING TO DEVELOP AND IMPLEMENT A PAPERLESS EMS QUALITY ASSURANCE CLEANING INSPECTION SYSTEM IN A MANNER THAT ENSURES THE REQUIREMENTS OF DEPARTMENT OF VETERANS AFFAIRS, THE JOINT COMMISSION, INSPECTOR GENERAL AND OTHER THIRD PARY REGULATORY REVIEWS. PROVIDE AND AUTOMATED MOBILE INSPECTION PROGRAM FOR EMS QA INSPECTIONS. USED BY EMS SUPERVISORS AND MANAGEMENT TEAM TO REPLACE LABOR INVOLVED IN MANUAL PAPER BASED INSPECTIONS. ELIMINATING DATA ENTRY, REWORK AND THE TIME SPENT FOLLOWING UP AND MANUALLY PRODUCING REPORTS. THE TABLET WITH BUILT IN CAMERA AUTOMATICALLY LINKS THE PHOTOGRAPH TO THE ITEM ON THE INSPECTION LIST. ADD NOTES ON THE FLY TO ANY ISSUES AND PRODUCE A FOLLOW UP TICKET TO BE CORRECTED BY THE EMS STAFF, WITH AUTOMATIC FOLLOW UP AND CLOSURE TRACKING. VENDOR SHALL PROVIDE CUSTOMIZABLE EMS QA INSPECTION TYPE REQUIREMENTS/QUESTIONS TEMPLATES TO CHOOSE FOR THEIR INDIVIDUAL NEEDS. A LIST OF MANDATORY QUESTIONS FOR THE MEDICAL CENTER TO HAVE ON THEIR EMS QA INSPECTION DATABASE WILL BE GIVEN TO THE VENDOR. THE VENDOR SHALL PROVIDE REPORTS THAT FORMULATE THE COLLECTED DATA INTO EASILY READABLE REPORTS SUCH AS EXECUTIVE SUMMARIES, AND BAR GRAPHS THAT COMPARES, DETAILS, CROSS REFERENCES, COLLATES AND DISPLAYS THE INFORMATION AND DATA. THE PROGRAM SHALL INCLUDE REAL TIME DATA THAT IS SYNCHED AUTOMATICALLY WITH A TABLET. ONLINE MODIFICATIONS CAN BE MADE IMMEDIATLEY TO THE EMS QA INSPECTION REQUIREMENTS. IDENTIFICATION OF HOW MANY DEFICIENCIES AND INCLUDE INFORMATION SUCH AS; ITEMS CORRECTED, # DAYS OUTSTANDING, SUBJECT AREA OF DEFICIENCY AND HOUSEKEEPERS RESPONSIBLE FOR CORRECTION. FOR CORRECTIVE ACTION TAKEN RESPONSES WILL BE COLLECTED ONLINE ELECTRONICALLY DIRECTLY TO THE DATABASE. THE PROGRAM WILL NOT REQUIRE PURCHASE OF ADDITIONAL HARDWARE OR SOFTWARE TO PRODUCE FORMS USED IN THE MANAGEMENT AND COLLECTION OF DATA AND TRACK ALL ITEMS IDENTIFIED AS NON-COMPLIANT AND PROVIDES A MECHANISM FOR FOLLOW-UP AND CORRECTION. 3. Specific Tasks. THE VENDOR SHALL CONFORM TO ALL FEDERAL, STATE AND LOCAL REGULATIONS GOVERNING THE USE OF APPROVED EQUIPMENT AND SOFTWARE WHICH MAY BE IN EFFECT FOR THE AREA WHERE THE WORK UNDER THE CONTRACT WILL BE PERFORMED. VENDOR SHALL DEMONSTRATE KNOWLEDGE, SKILLS AND ABILITIES OF AN EMS QA INSPECTION SYSTEM IN A HEALTHCARE ENVIRONMENT AND THE DEPARTMENT OF VETERANS AFFAIRS. DATA THAT IS INPUT FOR INSPECTIONS SHALL BE AVAILABLE IN REAL TIME. THE DEFICIENCIES FROM THE REPORTING SYSTEM SHALL BE AVAILABLE IMMEDIATELY UPON COMPLETION OF EMS QA INSPECTIONS SO THAT TRACKING CAN BEGIN THE DAY THE INSPECTIONS END. 4. HOURS OF WORK: THIS CONTRACT IS A FULL SERVICE CONTRACT TO INCLUDE ALL NECESSARY UNLIMITED TOLL-FREE SUPPORT, FIVE(5) DAYS PER WEEK 9:00AM 5:00PM EST, MONDAY THROUGH FRIDAY WITHOUT ADDITIONAL CHARGE TO THE GOVERNMENT. 5. QUALITY ASSURANCE: DATA WILL BE MADE AVAILABLE IN REAL TIME, ENABLING INSPECTION PARTICIPANTS TO BEGIN THE TRACKING PROCESS IMMEDIATELY FOLLOWING THE INSPECTIONS.
