- 6 SOLICITATION: 36C79118R0003 00002 REQUIREMENT: Blood Pressure Monitor and Cuffs PURPOSE OF AMENDMENT: The purpose of this amendment is to make the following changes to the solicitation: REPLACEMENT OF B.3 MINIMUM TECHNICAL REQUIREMENTS IN ITS ENTIRETY, WITH THE REVISED B.3 LISTED IN SECTION I OF THIS AMENDMENT. AMENDMENT OF SHIPPING REQUIREMENTS LANGUAGE. POST QUESTIONS AND ANSWERS. EXTEND SOLICITATION DUE DATE. Replacement of B.3 Minimum Technical Requirements in its entirety, with the revised B.3 listed below. This amendment replaces current language in the solicitation under B.3 Minimum Technical Requirements in its entirety, with the below language. Additions are in red ink and deletions are shown with strikethroughs. B.3 MINIMUM TECHNICAL REQUIREMENTS 1. This solicitation may result in one indefinite delivery indefinite quantity, firm fixed price contract per CLIN. Award may be made to the same offeror for more than one CLIN. Contracts will be for a base year with four one (1) year option periods to be exercised at VA CSAS discretion. One award may be made per contract line item (CLIN) to the offerors whose offers conforming to the solicitation are determined to be the lowest price and technically acceptable. The Government reserves the right not to make an award on all CLINs. 2. The offeror is required to offer prices for a base year and four option year periods identified in the Schedule for each line item they are proposing to supply. Unit Prices awarded for the base and option year periods will remain in effect for the respective contract base year or option periods, if exercised, without an increase. Evaluation of options and award of option year pricing shall not obligate the Government to exercise any option(s) periods. 3. Estimated Quantities: The estimated quantities listed in the Schedule of Items are estimates of the total annual requirement for a CLIN and are NOT commitments by the Government. The Government may place orders at quantities less than or greater than the estimated total quantity as stated in the schedule of items. There is no express or implied guarantee of regular orders. 4. This is a Firm-Fixed-Price, Indefinite delivery, Indefinite quantity contract resulting from the solicitation (See 52.216-22, INDEFINITE QUANTITY (OCT 1995). As noted Unit Prices awarded for the base and option year periods will remain in effect for the respective contract base year or option periods, if exercised, without an increase. As stated within this solicitation, the quantities of supplies specified in the Schedule are estimates only and are not purchased by this contract. 5. The ONLY guaranteed minimum for resulting contract(s), provided the terms of Section B are complied with, is the guaranteed minimum amount for supplies to be ordered per contract listed in section B.4 Guaranteed Minimum. The minimum technical requirements and minimum product description for each CLIN are listed below and must be met with the submission of any offer. Contractor shall furnish blood pressure monitors, blood pressure cuffs and/or power cords in accordance with the salient characteristics listed below for each CLIN. Offerors shall submit product brochures or other documentation listing the salient characteristics for each blood pressure monitor, blood pressure cuff and/or power cord quoted. If the descriptive literature does not contain sufficient detail please submit a technical proposal documenting your compliance with the salient characteristics. The country of manufacture must be stated in the proposal or product literature. Failure to disclose the country where the product was manufactured may result in exclusion from consideration. Award will be made on a lowest price, technically acceptable (LPTA) basis per line item. The Government will evaluate on a pass/fail basis and the offeror will be considered technically acceptable if it meets all of the criteria listed below for each proposed CLIN. For all CLINS with the expectation of CLIN 0017 Replacement Power Cord. The proposed blood pressure monitors and cuffs shall serve a patient population with an arm circumference range from 7 to 23 inches, using four separate size delineations: Small, Medium, Large and X-Large. It is not the VA s intent to be restrictive on the dimensions of the cuffs, as the patient population served by each vendor s respective size has variance. The VA s intent is to procure four separate size monitors/cuffs that have the ability to serve a patient population with an arm circumference range of at LEAST 7 to 23 inches, using Small, Medium, Large, and Extra Large. To be considered technically acceptable for Cuff Size the offered products combined must serve a patient population with an arm circumference 7 to 23 inches. The below MTR s have been amended to remove the dimension requirement and state Vendor Cuff Size ______. Scan Capable Serial number label on outside of packaging for each unit (blood pressure monitor, blood pressure cuff and/or replacement power cord) included in an order. A commercial packing list, including the description of material shipped, name of item, item number, quantity, number of containers, and package number (if any), should be included. If more than one order is shipped per container, each order shall be packed in a separate container or package and must contain an individual packing list, as specified above, for that order. The cuff must serve a patient population with an arm circumference range from 7 to 17 inches, using three separate sizes." Nothing follows. Solicitation due time/date remains unchanged. Scan Capable Serial number label on outside of packaging for each blood pressure monitor unit included in an order. Scan capable serial numbers are not required for Cuffs and Replacement power cords, only the blood pressure monitor units. A commercial packing list, including the description of material shipped, name of item, item number, quantity, number of containers, and package number (if any), should be included. If more than one order is shipped per container, each order shall be packed in a separate container or package and must contain an individual packing list, as specified above, for that order. ***END OF CHANGES TO B.3 SHIPPING REQUIREMENTS Post Questions and Answers What do the different sizes of monitors, small, medium, large, mean? Are there different options they are looking for with each monitor such as temperature, SpO2, ect? We are redefining the Cuff Size MTR s, please see section I. of this amendment. All features/options we are looking for are listed in the MTR s, additional features/options possessed by the device above and beyond what is listed in the MTR s will not be given further credit in evaluation. This procurement contains a Lowest Price Technically Acceptable (LPTA) evaluation scheme. For CLIN 5, are they looking for a bid of 4,800 Large monitors as it says? Or did they mean blood pressure cuffs? For CLIN 0005, we are looking for blood pressure monitors with large cuffs. The 4,800 value listed is representative of the estimated annual order quantities. What type of blood pressure cuff are they looking for? There are disposable cuffs which are used on one patient typically per day and then thrown away. Or a reusable cuff that needs to be cleaned in between patients? We are looking for non-disposable cuffs that are reusable by the patient on a day-to-day basis. Should the Cuff Sizes be depicted as ranges? For example, a small blood pressure cuff size is normally quoted as 12-22cm (+/- 3) in limb circumference. We are redefining the Cuff Size MTR s, please see section I of this amendment. What type of connectors are required for the blood pressure cuffs? For example, 1-Tube Bayonet, 1-Tube Female Luer, 1-Tube Screw Connector, 1-Tube Female Twist Lock, or something else? For any of the CLINs, as long as the proposed product meets the MTR s it will be considered technically acceptable. We are not mandating in the MTR s a certain type of connection from the blood pressure monitor to the cuff. Are these blood pressure cuffs meant to be disposable or reusable? We are looking for non-disposable cuffs that are reusable by the patient on a day-to-day basis. Can you provide some guidance on the best way for us to respond as our solution actually will more effectively cover the general population and cover a broader range than what has been specified? This procurement is being conducted with an LPTA procurement scheme. To be the successful offeror, you must offer the lowest priced product for the respective CLIN, while also meeting all Minimum Technical Requirements listed in the solicitation. Further features beyond that of which are listed under the MTR s in the solicitation, will receive no additional credit during evaluation credit during evaluation. Given the lack of direct correlation to the [size] ranges specified by clin and the information we shared above, would this be your recommended approach? We are redefining the size MTR s, please see amendment 2. We would like to get some clarification on the shipping requirement, I have copied the section below and highlighted the requirement. Historically, we have NOT created individual serial numbers for replacement cuffs and power supplies, I want to be sure that this is an actual need to create SN s for these items. Can you check with your team and get back to me. Thanks! Please see section II. of this amendment. We have changed the cuff size technical specification in the MTR s to be reflective of patient arm circumference in lieu of physical dimensions of cuffs. In regards to the small cuff, would the Government accept wrist blood pressure monitors as a substitution for the "small" blood pressure cuff and monitor? The sizes on the cuff are 13.5 cm-22 cm for the wrist. No. The MTR s specifically state Arm Usage Will the Government be paying with a credit card (if so, which one?) or will invoices will be paid with direct deposit? Please see solicitation clause 52.232-34 Payment by Electronic Funds Transfer Other than System for Award Management (Jul 2013) (31 U.S.C. 3332). All payments will be made via EFT.
