Description
The Space and Naval Warfare Systems Command (SPAWAR HQ), in support of the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I), Undersea Communications and Integration Program Office (PMW 770), intends to issue a contract modification to sole source contract N00039-15-C-0225 for the OE-538B Antenna System program under the authority of U.S.C 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to Lockheed Martin Sippican (LMS) and Granite State Manufacturing (GSM) Submarine Antenna Joint Venture (SAJV) located at 7 Barnabas RD NE, Marion, MA, 02738-1421. The OE-538 Antenna System is a single-service (submarine-unique), mast-mounted, multi-function antenna system that provides a Radio Frequency (RF) communication capability in the Very Low Frequency (VLF), Medium Frequency/ High Frequency (MF/HF), Very High Frequency (VHF), Ultra High Frequency (UHF) Line-of-Sight (LOS), UHF Follow- on Satellite (UFO) frequency bands. The OE-538A Antenna System is a modified OE-538 Antenna System with added capabilities to support Mobile Users Objective Systems (MUOS), Tactical Data Link (TDL) via Link 16, and Iridium capabilities. The OE-538B Antenna System will be a modified OE-538A Antenna System with added capabilities to support the requirements for Global Position System (GPS) Anti-Jam (AJ) and GPS Military-Coded (M-Code) capabilities. The proposed contract modification will increase the quantity of OE-538B Production Representative Articles (PRAs) from two (2) to three (3) under the OE-538B development. There are no other changes to the current contract. The development effort will be procured on a cost-plus incentive fee (CPIF) basis. FAR Part 15, Contracting by Negotiation, will be utilized. Based on market research and the Government's experience on previous OE-538 contracts, the SAJV is the only responsible source that possesses the detailed knowledge and technical expertise to develop the additional OE- 538B antenna upgrade without unacceptable delay to the Government.
