This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 January 1, 2018. The associated North American Industrial Classification System (NAICS) code for this procurement is 334111 with a small business size standard of 1000 employees. The Department of Veterans Affairs, Northern California Health Care System, 10535 Hospital Way Mather, CA 95655-2900 is seeking to purchase a CD/DVD Burning System. Encrytion, Viewer) 1 Yr. Warranty Quantity 1 Each Item 0007 Part Number 1620013/112-730130 Description - Dicom 6000 Hardware and Software Extended Warranty for 1 Year Quantity 1 Each Delivery shall be provided not later than 30 days after receipt of award. Delivery shall be FOB-Destination. Place of Performance/Delivery Location: Department of Veterans Affairs, Northern California Health Care System Address: 10535 Hospital Way Mather, CA Postal Code: 95655-2900 Country: United States Evaluation Procedures: Comparative evaluation of quotations will be made in accordance with FAR 13.106-2(b)(3), which means evaluating one quote with another in a uniform and fair manner. This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. TIERED EVALUATIONS LIMITED TO SDVOSB or VOSB: This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, as a tiered evaluation for VOSB concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. Evaluation Factors: The factors to be evaluated are price and delivery. Award: An award will be made based on the lowest price quotation that meets or exceeds the salient characteristics. VA will issue a purchase order to the selected submitter at the submitted price or at the discussed discounted price. The contracting office will post awards over $150K to FBO.gov. This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Quoter shall list exception(s) and rationale for the exception(s).
