- This Sources Sought Notice is for market research purposes only. This is NOT a request for quotes or proposals. 1. Summary of Service: The specification establishes the requirements for on-site preventive maintenance and emergency repair services for Government owned AVL Equipment as specified herein. This equipment is located in buildings 474, 475, 410, 149 and Turbine Engine test cells 1, 2,3,4,5, and 20 at Anniston Army Depot (ANAD), Anniston, Alabama. The on-site preventive maintenance and emergency repair support coverage shall be for one-base year with an option of 4 additional years. 2. Preventative Maintenance: The contractor shall follow the definition of Preventative Maintenance according to the Industry Standard EN 13306:2001. This states that Preventative Maintenance is "maintenance carried out at predetermined intervals or according to prescribed criteria and intended to reduce the probability of failure or the degradation of the functioning of an item." Preventative maintenance shall be carried out according to AVL specifications detailed in the equipment user manual. Only certified AVL service technicians shall perform this maintenance. Preventive Maintenance shall be performed once per year. B. Clean Keyboard C. Check all functions D. Check all indicating lights 2.01.03 PREVENTATIVE MAINTENANCE FOR FT22-34 FUEL FLOW SYSTEMS Preventative Maintenance of one (1) FT22-34 Fuel Flow System, Serial Number 15049, shall consist of but is not limited to: A. Preventive Maintenance shall be performed once per year. B. Clean cabinet C. Replace Filter Housing O-Ring D. Replace Filter E. Check all hoses, lines and fittings for leaks F. Zero out the flow meter 2.01.04 PREVENTATIVE MAINTENANCE FOR AVL 442 Blowby Meters Preventative Maintenance for AVL 442 Blowby Meters shall consist of but is not limited to: A. Accuracy check B. Calibration (contractor shall provide a certificate of traceability) 2.01.05 PREVENTATIVE MAINTENANCE FOR AVL 415S SMOKE METER (DISCONTINUED) Note: The following product is discontinued. Support as well as parts availability cannot be guaranteed. Preventative Maintenance for AVL 415S SMOKE METER shall consist of but is not limited to: A. Preventive Maintenance of shall be performed once per year. B. Leak check C. Check the reflectometer head with certified gray value, adjustment if necessary, replacement if required and calibration. Check the light gate 1 and clean if necessary D. Check the camshaft and cleaning or replacing (if necessary) E. Check the blacked filter area F. Clean the white plate value G. Check the suction unit H. Lubricate all points clamping piece, rolls, axles, press brush fit, bearing I. Check the sampling probe and line and cleaning, replacement (if necessary) J. Check of the sampled volume K. Function check and adjustment of the paper transport mechanism L. Adjustment of the slip clutch M. Check the ratchet clip of the Smoke Meter AVL 415S Generation G001, and replace it if it is a Smoke Meter AVL 415S Generation G002 N. Visual check of the clamping lever O. Check of the pump, and replacement (if necessary) P. Replace the hoses set for the Smoke Meter AVL 415S Generations G001 & G002 Q. Replace the fine filters R. All the tools and accessories needed for maintenance activities S. Calibration (contractor shall provide a certificate of traceability) 2.01.06 PREVENTATIVE MAINTENANCE FOR DYNAMOMETER CONTROL VALVES (DISCONTINUED) Preventative Maintenance for DYNAMOMETER CONTROL VALVES shall consist of but is not limited to: A. Preventive Maintenance of shall be performed once per year. B. Check Functions C. Clean and Replace Seals D. Check all wiring and fittings 3.0 EMERGENCY REPAIRS The contractor shall perform emergency repairs for the AVL equipment, including on-site emergency repair services when requested, on a high priority basis and outside the PPM (reference paragraph 5 herein) as needed. Emergency repair services shall include application engineering support, modification and upgrade of AVL software and hardware, purchase of parts for repair of AVL equipment at ANAD, and repair and return of AVL equipment. The contractor shall acknowledge the Government's request for on-site emergency repairs or other on-site technical support from the Contracting Officer or COR within twenty-four (24) hours after notification. Contractor personnel shall be dispatched to ANAD within 72 hours when expedited repair service is requested at the expedited repair service rate. When non-expedited repair service is requested, AVL personnel will be dispatched per a mutually agreed schedule at the standard (scheduled) service rate. All associated costs including labor, travel, lodging, equipment, repair parts, etc., must be invoiced to the Government transportation expenses may be claimed and paid in amount not to excess joint transportation regulation (JTR) allowance's. Only new OEM repair parts shall be used to repair the AVL Equipment. All replacement parts or components shall remain the property of the Government. The contractor shall have the expertise to respond in a timely basis to diagnose malfunctions and complete all repairs to return the AVL Equipment to 100% production capable readiness. 4.0 DOCUMENTATION OF EMERGENCY REPAIR SERVICES: Upon completion of each emergency repair service the contractor shall provide a written report detailing the corrective actions taken to repair the AVL Equipment. The report shall include as minimum the following information: a. Date and time of notification. b. Date and time of arrival on-site. c. Time spent for repair. d. Description of malfunction(s) and maintenance/corrective actions performed. e. List and description of parts replaced. f. All replaced parts shall turned over to the COR for proper disposal. The Anniston Army Depot is seeking responses from all responsible sources, including large, and small business concerns. Small business concerns are defined under the associated North American Industry Classification (NAICS) code for this effort 334519, Other Measuring and Controlling Device Manufacturing; Size Standard is 500. Please include your company's size classification and socio-economic status in any response to this notice. Responses to this notice must be submitted electronically to T. AVL PREVENTATIVE MAINTENANCE AND REPAIR" must appear in the subject line of the email of it will be deleted and not read. Responses must be received no later than 24 April 2018 at 4:00 P.M. CDT. Interested vendors are requested to submit a statement of the capabilities of their organization with respect to the government's Request for Information. Responses should include: 1. Prospective firm's name, address, phone number, socioeconomic status and DUNS number 2. General information of firm's previous experience on at least two projects of a similar scope, complexity and value; including the title, location, brief description of work, and dollar value Responses should be "short and to-the-point." This Request For Information (RFI) is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The Government is under no obligation to issue a solicitation or to award a contract related to this project. NO FURTHER INFORMATION IS AVAILABLE AT THIS TIME. THIS RFI IS FOR MARKET RESEARCH ONLY.
