Notice Number: 04ADV-18Q0067-RFI Key Dates Release Date: April 9, 2018 Response Date: April 20, 2018 Related Announcements None Issued by Government Publishing Office (GPO) Purpose The purpose of this Request for Information (RFI) is to invite comments and suggestions on the Government Publishing Office's (GPO) Printing Procurement Systems Modernization. GPO is publishing this Notice to solicit input on topics under consideration for the Printing Procurement Systems Modernization from its stakeholders, including members of the Information Technology software development community in the private sector. Background The Government Publishing Office (GPO) is engaged in a system modernization effort. As the first part of our efforts towards achieving our modernization goals, GPO wants to develop an online "Order Tool" that will allow our customers to submit orders electronically and that will allow GPO to transcribe information from an order submitted in hard copy to capture the order information in the same system. In order to build, develop, and sustain the Order Tool, GPO needs to acquire technical expertise. The scope of work includes but is not limited to consulting, research, design, and build-out of the Order Tool. It does not include modules, features, or other aspects of what would be an entire Printing Procurement System. Over time, print procurement processes have evolved to include the use of manual processes (e.g., paper forms) coupled with an existing legacy Mainframe system and client-server applications to accept orders, create specifications, generate bid and award documentation, and otherwise manage this comprehensive print procurement activity. These processes, while useful, have a tendency to introduce inefficiencies (e.g. multiple keying of same data) and errors throughout an order's lifecycle. Also, pertinent information about an order may be unavailable to other processes within the print procurement workflow, which further perpetuates errors. Additionally, customers have requested the ability to submit, track, and manage order information. Providing this transparency will help to improve customer satisfaction and communications with customers, contractors, and other stakeholders. The goal of the print procurement systems modernization is to create an integrated approach to automating and streamlining the end-to-end print procurement process from online order submission to vendor payment and customer billing. It will include the technology and business practices to enable GPO to replace, enhance, or integrate current systems and processes currently used in support of the United States Government printing and publishing needs. It will consolidate print procurement operations within a single, modular system, improve work processes, and automate specific functions where applicable. The United States Government Publishing Office (GPO) satisfies the majority of the Government's printing needs through print procurement in its Customer Services business unit. Information Requested This RFI seeks an input from potential stakeholders throughout the Information Technology (software development) community regarding this draft, GPO Printing Procurement Systems Modernization. The GPO seeks comments on any of the following topics : •· The appropriateness of the goals of the system and of the strategies and implementation tactics proposed to achieve them; •· Opportunities for GPO to partner in achieving these goals; •· Additional concepts that should be included in the system development including Agile methodology; •· Performance measures and milestones that could be used to gauge the success of elements of the system and inform course corrections; •· Any other topic the respondent feels is relevant for GPO to consider in developing this Printing Procurement Systems Modernization How to Submit a Response Responses to this RFI must be submitted electronically to Rashid Behi at abehi@gpo.gov and AcquisitionServicesproposals@gpo.gov. Responses must be received by April 20, 2018. Responses to this RFI are voluntary. Do not include any proprietary, classified, confidential, trade secret, or sensitive information in your response. The responses will be reviewed by GPO staff, and individual feedback will not be provided to any responder. The Government will use the information submitted in response to this RFI at its discretion. The Government reserves the right to use any submitted information on public GPO websites, in reports, in summaries of the state of the technology, in any possible resultant solicitation(s), cooperative agreement(s), or in the development of future funding opportunity announcements. This RFI is for information and planning purposes only and shall not be construed as a solicitation, grant, or cooperative agreement, or as an obligation on the part of the Federal Government, or any of its entities. The Government will not pay for the preparation of any information submitted or for the Government's use of such information. No basis for claims against the U.S. Government shall arise as a result of a response to this request for information or from the Government's use of such information.
