The North American Industry Classification Code (NAICS) for this requirement is 237130 with a size standard of $36.5M. In accordance with FAR Part 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. The objective of this project is to Repair South Switching Station; Project Number TYMX111031, JBSA-Randolph, TX. General Scope of Work: Repair South Switching Station, Bldg 847 JBSA - Randolph, TX. Design and construct new building to replace an outdated south switching station, B847. The South Switching Station is one of the primary means to distribute electrical service to the South side of JBSA-Randolph. The switching station is in need of replacement due to the age of the equipment, cable condition, and the increase of the electrical loads. Contractor shall construct the new South Switching Station building and electrical equipment to replace the existing South Switching Station in accordance with all applicable criteria. Contractor shall develop a typical switching station floor plans (Architectural, Electrical, Mechanical, Fire Protection, Civil Site Plan, Communication Technology plans, etc.). The Contractor shall construct a new masonry building (approx. 60-ft long x 30-ft wide) with a basement and a ground floor to house the new medium voltage switchgear, in accordance with all applicable criteria. The basement level floor shall be constructed to accommodate all extended feeder conductors for all medium voltage feeders. The new building shall have at least the following rooms in the ground floor: electrical equipment room, electrical room. Communication room, basement access room, and a storage room. The new building shall match the architectural looks of the other buildings in the area (Spanish Colonial Revival architecture), to include exterior lighting, clay tile roof, and historic façade. Provide an overhead roll-up door with enough space to fit the new 15KV switchgear equipment through it and access to the exterior with a paved driveway (similar to loading dock) to allow a vehicle to drive up to the new door. The new building shall be constructed within the same area or vicinity of the existing switching station. The Contractor shall provide the following features in the new building: HVAC system, interior and exterior lighting, emergency lighting, electrical power, fire alarm, Lightning Arrestor system, remote fire sprinkler system and connection, sump pump, Uninterruptible Power Supply (UPS), Manual Transfer System (MTS), generator connections, EMCS system compatibilities and connection, communication, driveways and include all items for a complete and usable system. The Contractor shall submit 35%, 65%, 95%, 100%, and Final design packages for Government comment/approval. The 502D Contracting Squadron, JBSA-Randolph, TX intends to award a contract with a 375 calendar day period of performance. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000.
