Sources Sought Draft Requirements 70Z02318ISPECTRUMMANAGEMENT Sources Sought Notice This sources sought notice is issued for information and planning purposes only and does not constitute an official solicitation. No contract will be awarded on the basis of responses received to this notice alone. This notice is strictly for market research purposes. Any subsequent solicitations will be released at a later date. SCOPE OF ANTICIPATED REQUIREMENTS The purpose of these requirements are to obtain Contractor support to assist the U.S. Coast Guard (USCG) by providing on-site technical, radio telecommunications, administrative and engineering support for spectrum management functions including frequency assignment processing, spectrum engineering and frequency planning support. The Contractor tasks shall include, but may not be limited to: assisting in the preparation of Spectrum Planning Subcommittee (SPS) applications, frequency proposals, reviewing frequency assignments, coordinating local frequency use, de-conflicting frequency interference, performing engineering studies, analyzing telecommunication methods, assisting in the development of communication and frequency plans to include training radio operators on radio capabilities, providing technical and administrative support for the U. S. Coast Guard in the National Telecommunications and Information Administrations (NTIA) and International Telecommunications Union (ITU) regulatory processes. Contractor support shall provide communications and technical expertise in mobile and point-to-point communication systems, military satellite programs, commercial satellite communication systems, and electromagnetic compatibility between systems services. This expertise should include, but not limited to: Medium Frequency (MF), High Frequency (HF), Very High Frequency (VHF) and Ultra-High Frequency (UHF). NOTE: This is NOT an IT Service Solution contract. The requirement is for a very niche and highly specific technical support skill service for spectrum management. Spectrum management is not an IT service. Proper support of spectrum management does utilize IT systems to access the appropriate databases but IT functions are not utilized per se. The primary focus of the scope is to analyze and enter parameters of frequency communications and enter them into government databases for use in the field but this is not the same as requiring IT service solutions support; it involves obtaining all of the technical parameters of communications emitters as well as analysis of radio frequencies and communications devices. This primarily involves determining and maintaining the Government's mandated use of which frequencies it shall operate. BACKGROUND OF ANTICIPATED REQUIREMENTS The NTIA of the U. S. Department of Commerce, under delegated authority from the President, manages the Federal government use of the radio frequency spectrum. The USCG has over 13,000 radio frequency assignments that support all USCG missions. The USCG has implemented an effective field spectrum management support strategy to satisfy mandated requirements including the 5-Year mandatory reviews and to meet new operational requirements. Contractor support is required to support CGHQ, C4IT Service Center (Norfolk), C4IT Service Center DET (Oakland), Districts and Electronic Support Units, in ensuring the USCG utilizes authorized frequencies, develops and validates spectrum utilization plans; conducts mandatory 5-Year Reviews; processes frequency assignment requests and assist field units in the myriad of other spectrum related tasks. Contractor support shall provide communications and technical expertise in MF/HF/VHF/UHF mobile and point-to-point communication systems, military satellite programs, commercial satellite communication systems and electromagnetic compatibility between systems service wide. National spectrum re-allocation initiatives to satisfy commercial broadband requirements and the evolving uses of maritime systems such as Automatic Identification System (AIS) and Global Maritime Distress and Safety System (GMDSS) require contract support to protect the interest of the Coast Guard in national strategic plans and international forums such as the International Telecommunications Union (ITU), International Maritime Organization (IMO), International Association of Lighthouse Authorities (IALA), and Inter-American Telecommunications Commission (CITEL). RESPONDING TO THIS SOURCES SOUGHT NOTICE The USCG is seeking capabilities statements / responses that demonstrate a company's ability to meet the requirements (see the draft requirements document attached to this notice - the attached document is a working draft and does not necessarily reflect the final product). When responding to the notice, please include the following information: A) A capabilities statement and description of your firm's ability to meet the requirements and your companies experience with spectrum management and engineering. B) The business size and business category information for your company - especially important is to report your small business socioeconomic status if applicable. C) Any other information your firm feels is relevant to this sources sought notices. For example, if your company has questions or suggested improvements to the requirements document please include them. All input will be considered when creating the final documents for competition. The USCG intends to use the information collected from this sources sought notice to determine any changes necessary to the requirements as well as the determination for potential small business or socio-economic set-aside for the upcoming competition.
