Vendors can provide support to select locations. 17) Place of Contract Performance: Bahrain, Egypt, Kuwait, Jordan, Oman, Saudi Arabia, United Arab Emirates (UAE) 18) (Set-aside status: No QUALIFICATIONS: In order to be considered for award, an offeror must meet or exceed the technical acceptability standards. Technical acceptability will be determined as follows: Acceptable: An offer must meet the minimum requirements of the Solicitation, including the requirement schedule, product specification requirements in Section B, delivery requirements in Section F,. In order to meet these minimum requirements, an offeror must submit a Certificate of Analysis or Certificate of Quality demonstrating that the offeror can meet the applicable specification for the product offered. An offeror must also submit supplier commitment letters and transportation agreements demonstrating that the offeror has secured arrangements that will enable it to support orders for the product specified, in accordance with the requirement schedule, and consistent with the delivery requirements and all other terms and conditions in the Solicitation. Any offeror who receives an overall Technical rating of Unacceptable after final proposal revisions will not be eligible for an award. QAUNTITY: See Schedule UNIT OF ISSUE: All request to be fulfilled by this solicitation shall be in Metric Tons. DESTINATION INFORMATION: Please see schedule DELIVERY SCHEDULE: Will be determined by vessel through SeaCard Purchase Program CONTRACT DURATION: The Period of Performance for this award will be from 1 October 2018 through 30 September 2023. EVALUATION CRITERIA: A Request for Proposal (RFP) will be issued to all interested vendors. The source selection strategy for this acquisition will be in accordance with FAR Subpart 12.2, Special Requirements for the Acquisition of Commercial Items and proposals will be evaluated using a FAR 15.101-2 Lowest Price Technically Acceptable Source Selection Process. PREPROPOSAL CONFERENCE Defense Logistics Agency (DLA) Energy plans to host a pre-proposal conference for Mobility Fuels- Bunkers, CENTCOM Region, during the week of April 24, 2018 -- Conrad Dubai, PO BOX 115134 Sheikh Zayed Road, Dubai, UAE starting at 9:00am. The Pre-Proposal Conference will be conducted in accordance with FAR 15.201. The purpose of this Pre-Proposal conference is to provide information to interested parties and to improve their understanding of CENTCOM's Mobility Fuel-Bunkers requirements. DLA Energy's intent of the Pre-Proposal is to assist in the development of comprehensive, quality responses to the solicitation. As such, the Pre-Proposal Conference will: 1) Familiarize participants with DLA Energy's requirements. 2) Review DLA Energy's proposal requirements. 3) Identify potential offerors in order to promote collaboration and facilitate the formation of strong teams and business relationships. 4) Address questions prior to potential offerors proposal development for this requirement. ** Please note that the Government will not reimburse participants for any expenses associated with their travel or participation in this event.
