SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Main Input Quill, NSN 1615-01-601-1436, part number 205-040-263-115, Transmission Case Assembly, NSN 1615-00-858-8397, part number, 204-040-359-001, Main Rotor Mast, NSN 1615-01-431-2440, Main Rotor Blade, NSN 1615-01-268-1655, part number 212-015-501-113, and Stabilizer Bar, NSN 1615-01-493-6225, part number, 212-010-300-105. ITEM DESCRIPTION The UH-1N and TH-1H is a utility helicopter that is used by the Air Force for missile site surveillance, nuclear convoy protection and Special Operation Forces (SOF)/Search and Rescue Personnel Recovery missions. All the parts of a UH-1N, can be replaced making the end of life of the UH-1N indefinite. The TH-1H helicopter is the sole training vertical lift aircraft used to certify pilots to perform missions on the UH-1N, HH-60 and CV-22 aircraft. The TH-1H fleet consists of only 25 aircraft and the relatively small fleet size mandates a tight training schedule to maintain pilot graduation rates. Main Input Quill (NSN 1615-01-601-1436; PN 205-040-263-115) DESCRIPTION: The main input quill assembly, equipped with a freewheeling clutch, is located on the aft side of the transmission main case. Engine torque is transmitted through the main driveshaft and quill, which drives the transmission gear trains. The freewheeling clutch and quill operate automatically, thus 1) engaging to allow the engine to drive the rotor or 2) disengaging the idling engine during auto-rotational descent. SCREENING ANALYSIS: AMC/AMSC: 3/R. AMC 3. Acquire, for the second or subsequent time, directly from the actual manufacturer. AMSC R. The Government does not own the data or the rights to the data needed to purchase this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. Transmission Case Assembly (NSN 1615-00-858-8397, P/N 204-040-359-001) This magnesium main case assembly (P/N 204-040-353-23) is one of the transmission cases. The transmission casing houses gearing and multiple quills that transmit power from the engine to the rotors (main and tail/anti-torque) via the drive system. The Transmission Case Assembly is an Aviation Critical Safety Item (CSI). It is machined from magnesium casting of quality "IA" in accordance with BPS 4163. C lass IA is a casting, the single failure of which would endanger the lives of operating personnel or cause loss of an aircraft. These castings require 100% radiographic inspection, 100% fluorescent penetrant inspection, and hardness testing. Critical characteristics of the assembly include casting quality, concentricity, installation torque of the studs, fluorescent penetrant inspection, and pressure test of the oil passages. Failure of this item will result in an unacceptable probability of a class "A" mishap. Sources must have quality procedures and processes to insure that each item is in compliance with the drawing. SCREENING ANALYSIS: AMC/AMSC: 2/C. AMC: 2, Suitable for competitive acquisition for the first time. AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Main Rotor Mast (NSN 1615-01-431-2440, P/N 204-040-366-021) DESCRIPTION: The Main Rotor Mast is a critical safety item (CSI) and is a commercial item. It provides a means of mounting the main rotor and connecting it to the transmission. The mast is a tubular steel shaft fitted with two bearings which support it vertically in the transmission. Mast driving splines engage with the transmission upper stage planetary gear, providing counter-clockwise rotation when viewed from above. Splines on the upper portion of the mast provide mounting for the main rotor and control assemblies. This item requires overhaul every 1800 hours. The Mast Assembly is a Bell Helicopter-designated Flight Safety Part and a Safety Critical Screw Threaded Component (SCSTC). SCSTCs are threaded components which, if they suffer a thread or material related failure in isolation, may result in the loss of aircraft, loss of life, or severe injury. This code is used when the Government did not initially purchase the data and/or rights Main Rotor Blade (NSN 1615-01-268-1655, P/N 212-015-501-113) The Main R otor Blade is an Aviation Critical Safety Item (CSI) and a BHT-designated Critical Part. The main rotor blade is a metal bonded assembly consisting of four major sections: main spar, honeycomb core, trailing edge extrusion, and a nose block extrusion. Fiberglass straps are bonded inside the upper and lower spar surfaces to act as redundant structure and to provide load paths to carry primary loads should the spar be damaged or develop fatigue cracks. Skins, stabilized by the honeycomb core, are bonded to the major section by adhesive applied under heat and pressure. Reinforcing doublers, grip plates, and drag plates are bonded to the blade butt end. Stainless steel strips cover leading edges for resistance to abrasion. A trim tab on the trailing edge and a fitting on the blade tip are also provided. The quality of the blade shall conform to Bell Design Process Specification No. 77. The main rotor blades have critical characteristics which, if not conforming to the required design, could cause failure of the part and result in loss of the aircraft and possible loss of life. SCREENING ANALYSIS: AMC/AMSC: 3/P. AMC 3. Acquire, for the second or subsequent time, directly from the actual manufacturer. AMSC P. The rights to use the data needed to purchase this part from additional source(s) are not owned by the Government and cannot be purchased, developed, or otherwise obtained. It is uneconomical to reverse engineer this part. This code is used in situations where the Government has the data but does not own the rights to the data. Stabilizer Bar (NSN 1615-01-493-6225, PN 212-010-300-105) DESCRIPTION: The stabilizer bar is attached to the mast at the main rotor hub trunnion. The bar is connected into the main rotor system in such a manner that the inherent inertia and gyroscopic action of the bar is induced into the rotor system and provides a measure of stability for all flight conditions. If, while hovering, the helicopter is disturbed, the bar due to its gyroscopic action tends to remain in its present plane. The relative movement between the bar and the mast causes the hub and blade assembly to feather and return the rotor to near its original plane of rotation. If the bar were completely unrestrained it would remain in its original plane of rotation and would induce stability to the point of removing all control from the pilot. Due to restraining and dampening action, the bar possesses a mast following characteristic. This following time is regulated by two hydraulic dampers connected to the bar in such a manner that a movement of the mast is transmitted to the bar through the dampers at a rate determined by the internal adjustment of the dampers. A compromise is met to which the bar provides the desired amount of stability and still allows the pilot complete responsive control of the helicopter. SCREENING ANALYSIS: AMC/AMSC: 3/P. AMC 3. Top Case Assembly, (NSN 1615-00-858-8397, PN 204-040-359-001) The original equipment manufacturer for this item is Bell Helicopter (CAGE 97499), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Bell Helicopter is the only known source with adequate knowledge of the Control-Monitor performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. Main Rotor Mast (NSN 1615-01-431-2440, P/N 204-040-366-021) The original equipment manufacturer for this item is Bell Helicopter (CAGE 97499), which maintains its configuration by part number. Bell Helicopter is the only known source with adequate knowledge of the Main Rotor Mast performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. Main Rotor Blade (NSN 1615-01-268-1655, P/N 212-015-501-113) The original equipment manufacturer for this item is Bell Helicopter (CAGE 97499), which maintains its configuration by part number. The Government has unlimited rights to drawing 204-040-353. Bell Helicopter is the only known source with adequate knowledge of the Transmission Case Assembly performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. Stabilizer Bar (NSN 1615-01-493-6225, PN 212-010-300-105) The original equipment manufacturer for this item is Bell Helicopter (CAGE 97499), which maintains its configuration by part number. Bell Helicopter is the only known source with adequate knowledge of the Stabilizer Bar performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Bell Helicopter for the manufacture of the Main Input Quill, NSN 1615-01-601-1436, part number 205-040-263-115, Transmission Case Assembly, NSN 1615-00-858-8397, part number, 204-040-359-001, Main Rotor Mast, NSN 1615-01-431-2440, Main Rotor Blade, NSN 1615-01-268-1655, part number 212-015-501-113, and Stabilizer Bar, NSN 1615-01-493-6225, part number, 212-010-300-105 in support of the UH-1N helicopter program. Other interested parties may identify their interest and capability to respond to the requirement no later than 25 April 2018, by emailing Rodney W.
