- COMBINED SYNOPSIS/SOLICITATION FOR Diagnostics to be added to SPE4AX-17-D-9403 Solicitation: SPE4AX-18-R-USND Support of United States Navy F108-CF-200 Engine Health Management. Addition to sole source Long Term Contract SPE4AX-17-D-9403 to CFM International Inc. (CFM), Contractor and Government Entity (CAGE) code 58828 This is a FAR part 12 effort being added to the current contract SPE4AX-17-D-9403. Engine diagnostics for the United States Navy (USN) are being added to contract SPE4AX-17-D-9403, awarded to CFM International Inc. Cage 58828. Actual requirements for the additional scope will be negotiated and added to the basic contract. Individual requirements are certified as sole source to CFM and synopsized in accordance with FAR 5.201. While the market includes other potential providers for portions of the engine diagnostics services, that may include other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance, design control, affecting these parts. Only CFM is uniquely qualified and capable of satisfying the entire USN requirements in the time needed and without causing unacceptable delays in fulfilling the USN requirement. CFM's unique status as the F108 engine OEM makes them capable of providing the entire required F108 engine diagnostics. The F108 enterprise strategy is an outcome based solution with the General Electric Fleet Support Center that provides expanded EHM diagnostics, trending, analysis for the USN F108-CF-200 engine fleet powering the KC-135/RC-135 aircraft. The solution shall improve Engine Health Management (EHM) reporting and facilitate prognostic forecasting to identify and resolve engine performance and operational issues before they affect mission readiness. Additionally, the outcome shall provide a comprehensive view of the F108 engine fleet health scalable to the command, base, unit, and aircraft tail number. CFM would be responsible for any staffing and reimburse Government for any incurred costs for the use of Government resources upon mutually agreed to basis. The proposed contract action is to add analytics and diagnostics for the United States Navy (USN) and their fleet of F108-CF-200 engines. It is anticipated that this requirement will be added as a separate line item to the current sole source CFM COI contract SPE4AX-17-D-9403. The engine performance data required to perform the necessary diagnostics is CFM's proprietary and confidential commercial intellectual data and cannot be shared or provided by the Government. Only sources with access to the F108-CF-200 engine performance information will be considered as a qualified source. The scope of work includes: Baseline Diagnostics, which includes alert monitoring, customer notification, report generation, self-help tools, Aircraft on Ground support, customer generated reports and analysis on a mutually agreed upon basis. Comprehensive and Expanded Diagnostics and Health Management: CFM Operational Fleet Program Management Contractor would provide joint reviews to discuss fleet performance, trends and issues on a mutually agreed to basis.
