- REQUEST FOR INFORMATION NO. BBGCON-RFI-ST-2018 Feasibility of Solar Array Photovoltaic System at San Tome This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. The purpose of this RFI is to obtain market information on capable sources of supply, technical solutions, and input specific to the information provided. The Government is not responsible for any cost incurred by industry in furnishing this information. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offeror to monitor this site for additional information pertaining to this requirement. BACKGROUND/PROJECT DESCRIPTION The Broadcasting Board of Governors (BBG) is the U.S. Government's non-military international broadcasting agency. The BBG operates a radio transmission facility located on the island of Sao Tome in the African country Sao Tome & Principe. The BBG's Sao Tome Transmitting Station is situated on 346 acres of leased land at Pinheria, about five miles south of the country's capital city of Sao Tome. Due to the remote location of this island, the transmission facility generates all of its own power from five (5) 950kW Caterpillar 3516 generators. The diesel fuel for these generators is costly and must be off loaded from an off­ shore oil tanker. In FY 2017, the BBG spent approximately tiny_mce_marker.28 per kWh of electricity generated to operate these generators. The Station, which operates a 24/7 broadcast schedule, consumed 4.2 million kWh of power in FY 2017. Because of the high cost of power generation in Sao Tome, the BBG is exploring the feasibility of having a solar array photovoltaic (PV) system installed that would be used as the primary source of electrical power for the station. The PV system would include, but may not be limited to: an array of solar panels installed at the ground level; a bank of batteries to support 24/7 station operations; a power inversion system; transformers; and an automatic transfer switching system that would allow the existing power plant to be brought on-line when back-up power is needed. If this Project is implemented, the successful contactor would design, construct and commission the PV system, and then also operate and maintain it for the term of the contract. Due to the lack of capital investment funds, the BBG's ability to pursue this project is predicated on it being implemented through a solar power purchase agreement (PPA), whereby the contractor funds the required capital investment, and the BBG purchases the solar-generated power from the contractor at a cost established in the contract. PURPOSE AND OBJECTIVES This RFI is intended to inform the BBG about current industry capabilities that would be applicable to this project. Furthermore, this RFI is intended to provide the BBG with feedback regarding the feasibility of the envisioned PV project, given the following: the stated operational parameters of the Sao Tome Transmitting Station; the state of PV technology; the solar and meteorological conditions that characterize Sao Tome; and use of a PPA as the contracting vehicle. Sources interested in responding to this RFI are invited to submit information and any recommendations for BBG's consideration. Please provide your response to the following, and attempt to limit the submission to 10 pages, in Times New Roman 12 point font. 1) Offeror's name, DUNS#, address, point of contact, phone number, and e-mail address. 2) Offeror's capability to perform contracts of this magnitude and complexity and comparable work performed within the past seven (7) years. Describe your self-performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. Provide at least 3 examples. 3) Offeror's feasibility assessment of this project. 4) Offeror's recommendations, if any, for the BBG's consideration in preparing the RFP, including but not limited to, system planning, design and operational considerations. 4) Offerer's Joint Venture information, if applicable - existing and potential. 5) Offerer's interest in bidding on the solicitation, if and when it is issued. Any commercial brochures or currently existing marketing material may also be submitted with the above, as well as additional information that further demonstrates the company's ability and expertise. Please ensure that all information is submitted as one (1) document. Responding to this RFI is not a prerequisite to any potential future offering. Respondents will not be individually notified of the results of the evaluation of RFI responses or the status of any follow-on solicitation. DUE DATE AND TIME FOR RECEIPT OF RFI RESPONSES All responses to this RFI are due no later than 4:30 PM Eastern Daylight Time (EDT) on Thursday, May 10, 2018.
