- Request for Information for Flight Planning Software for the U2 Dragon Lady Attachment 1 of 1 to U2 Dragon Lady Request for Information Request for Information Gap Filler for Flight Planning Software for the U-2 Reconnaissance Squadron. The Airspace Mission Planning Division (HBM) in coordination with the Air Force 99th Reconnaissance Squadron (99th RS) at Beale Air Force Base is seeking feedback and comments from industry to identify existing flight planning software to provide navigation and route planning for the U-2 aircraft for the 99th RS. In addition to traditional defense contractors, HBM is exploring options for competitive award of an Other Transaction Authority (OTA) to an eligible new or existing consortium of large and small organizations representing traditional and non-traditional Defense contractors, as well as academic institutions. HBM is releasing this request for information to inform interested parties of, and seek comments and questions concerning, a forthcoming solicitation, post draft solicitation documents, and describe the U.S. Government's (USG) interest in establishing an "Other Transactions" Agreement (OTA) for prototyping, per 10 USC 2371b. The mission of the consortium must include performing research, development, and test and evaluation within prototyping projects that address requirements presented by, or of interest to, the Battle Management Directorate and its customers.
