- Contracting Office Address: Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 Background: The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a gas ion source for surface preparation of specimen to assist in investigating with the photoemission electron microscope (PEEM) in preparing ex-situ, and therefore we will want to remove any contamination before measuring its properties. NIST's Physical Measurements Laboratory (PML) Nanoelectronics Group intends to use this on a project to support the division mission of developing the measurement science infrastructure that will enable innovation and advanced manufacturing of emerging nanoelectronic information processing technologies. After market research results are obtained and analyzed, minimum requirements specifications for the microwave atmospheric water vapor and temperature monitoring radiometer system will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. Requirements: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources with 1,000 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Product Requirements: NIST is seeking a gas ion source that meets the following minimal technical criteria must be met: 1.Shall be capable of rastering the ion beam, minimum of 7 mm by 7 mm; 2.Shall provide selectable ion beam energy in the range of 50 eV and 3000 eV; 3.Shall be compatible with argon gas as the source gas, other noble gases will also be considered; 4.Shall include a gas inlet system consisting of at least a variable leak valve; 5.Shall have supply an ion beam current of at least 1 μA at 50 eV ion beam energy and 8 μA at 2000 eV ion beam energy; 6.Shall have stable power supply and electronics with the ability to control the ion beam energy and ion beam rastering, and measure the ion beam current; 7.Shall have electrical connections and gas inlet located on a single flange; 8.Shall be ultrahigh vacuum (UHV) compatible (1E-9 Torr); 9.Shall be Integrated onto a 2.75" (70 mm) outer diameter conflat flange which is required for interfacing with an existing ultrahigh vacuum chamber; 10.Shall be capable of being "baked out" between 120°C - 140°C; 11.Shall be capable of being differentially pumped. Instruction to Responders: Companies that are capable of providing this gas ion source are requested to email a detailed report describing their abilities to tracy.bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1.Name of the company(s) that offer the required supply. In addition, provide a point of contact for the company(s). 2.Indication of number of days, after receipt of order that is typical for delivery. 3.Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 4.Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
