Description

Justification and Approval NOTICE OF INTENT TO ISSUE A CONTRACT. The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to University of Kentucky Department of Mechanical Engineering, 151 Ralph G. Anderson Building, Lexington, KY 40506-0503, for services to develop a protocol and design tools to help make design decisions regarding noise and vibration control for the NORA Project, "Developing, Evaluating and Promoting Noise Control Strategies." The University of Kentucky is the only institute that leads a consortium of institutions/private industry businesses that do research in acoustics/noise control and with that ability only they are able to gain input from the Vibro-Acoustics Consortium. This contract action is for one year with three - one year option periods the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2) and 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals/responses received from the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any proposal/response should be emailed to Dwight Favors, Contract Specialist at dyf3@cdc.gov by April 16, 2018. If no affirmative responses are received on or before the date stated, in accordance with FAR 6.302-1(a)(2), negotiations will be conducted with University of Kentucky Department of Mechanical Engineering, 151 Ralph G. Anderson Building, Lexington, KY 40506-0503, as the only source and a contract will be issued without any additional notices being posted.
