- NASA Kennedy Space Center (KSC) intends to contract on a sole source basis with the Real-Time Innovation (RTI) for engineering and system development support, tool configuration, troubleshooting and resolution of Non-Conformances, product integration and test, compatibility testing, documentation updates, technical reviews, fact-findings, analyses, prototyping, and independent testing. NASA KSC requires sustaining engineering services in support of its command and control system for ground system operations, launch vehicle and spacecraft checkout, and launch processing using the Spaceport Command and Control System (SCCS)/Launch Control System (LCS). RTI and NASA KSC have been cooperatively developing Launch Control System (LCS) capability since 2009. RTI provides products to handle the Data Distribution of all commands and telemetry not only within LCS but to/from LCS and Ground Subsystem hardware and LCS to/from the Vehicle. RTI support is essential during design/development efforts to ensure compatibility and functionality of components within the SCCS LCS architecture. The planned contract will be a fixed-priced IDIQ with a one (1) year base period of performance and two one-year options, for a total performance period of three (3) years. Qualified offerors may submit a statement of interest along with their capabilities/qualifications in writing to the identified point of contact no later than 12:00 pm local time on April 20, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The solicitation number 80KSC018R0024 shall be used to reference any written response provided under this notice. Oral communications are not acceptable in response to this notice. The North American Industry Classification System (NAICS) code for this requirement is 541330, Engineering Services, with a size standard of $15M. NASA Clause 1852.215-84, Ombudsman, is applicable.
