- 6 April 18. TO: Whom It May Concern (SUSPENSE: 20 April 18 for CALL 006 Response) 1. CALL 005 is hereby "CANCELLED" effective 4 April 2018. Please "READ!" 2. AFRL RVB and RVKVB management believed that it was in the best interest of the NEMs Program, and to meet the technical objectives of the Battlespace Environment Division and its execution plan, to issue CALL 006. CALL 006 now supersedes CALL 005, and CALL 005 is cancelled. CALL 006 was issued on 4 April 18, and is the exact same solicitation as CALL 005. 3. CALL 006 was posted to Fed Biz Ops on 4 April 2018 and CALL 005 is cancelled in order to generate potentially more qualified proposal(s) in order to meet the technical objectives and execution plan for FY18 NEMs Program. T hus, there was no change to the CALL Announcement wording from CALL 005 to CALL 006. 4. See Proposal Call 005 Announcement with attachements. Response required no later than 15 February 2018. Short Descrition : Nuclear Explosion Monitoring Program (NEM) is concerned w/detection, assessment & mitigation of acoustic & seismic wave propagation through the earth, its oceans & atmosphere to characterize & discriminate sources of acoustic & seismic waves. NEM requires seismological/geophysical expertise w/earthquakes, regional & local seismic wave propagation & seismic wave generation by explosions. The topics include; Seismic Source Physics: Predictions of source generation of seismic signals & the physical understanding of the dependence of seismic source generation on explosion conditions (depth, scaled depth, decoupling, material properties, pre-stress & local structure/topography). Discrimination & Yield Estimation: new discriminants that take advantage of characteristics of small locally recorded events & methods for estimating yield of seismic events recorded w/low uncertainty. Attenuation & FullWaveform Earth models: Assessment of local & regional attenuation models w/emphasis on ability to match observed amplitudes of Pn, Pg, Sn and Lg phases, codas & surface waves. Velocity Earth Models: advanced models of Earth's velocity structure; solutions using full waveforms & finite frequency. Location & Discrimination Ground Truth: Improving collection of calibration events at a GT5 level or better; accurate estimates of events (depth, origin time & uncertainties).
