- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB), plans to procure a maintenance contract on a sole source basis from Varian Medical Systems, 2250 Newmarket Parkway, Suite 120 Marietta, GA 30067. The purpose of this acquisition is to provide a service and preventative maintenance contract for a Government owned Varian Medical Systems TrueBeam radiotherapy system. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5 million. Only one award will be made as a result of this solicitation. It will be awarded as a firm fixed price type contract with a 12-month period of performance. It has been determined there are no opportunities to acquire green products or services for this procurement. The Radiation Oncology Branch (ROB) of the Center for Cancer Research (CCR), National Cancer Institute (NCI) requires a service contract to maintain, repair, and provide software updates for a Government-owned Varian TrueBeam radiotherapy treatment accelerator and its subsystems. The accelerator is utilized to care for patients receiving radiotherapy as part of their cancer treatment. In May 2017, the ROB acquired a Varian TrueBeam radiotherapy treatment accelerator and associated components to treat cancer patients with radiation according to approved clinical protocols and to perform research to better understand the role of radiation in the treatment of cancer. The Varian TrueBeam system is critical to patient treatment; therefore, any malfunctions with the equipment must be diagnosed and corrected quickly. The accelerator must be calibrated accurately and maintained according to the manufacturer's specifications, because any deviation from the design specifications could result in patient harm and compromise the integrity of data for ongoing research studies. Service outage due to equipment failure must be remedied promptly with emergency service to avoid harmful delays to patient treatment schedules. A service contract will provide resources to answer user questions that may arise during clinical operations, service equipment on a quarterly basis as part of a preventative maintenance schedule, and provide hardware and software upgrades as necessary to keep the equipment current in terms of functionality. These services shall be performed by highly trained service engineers, either remotely or on-site depending on the nature of the issue. The Varian TrueBeam radiotherapy treatment system consists of the following components: TrueBeam accelerator base unit, SABR Extracranial Package, PerfectPitch Couch, High-Definition Multi-Leaf Collimator (hMLC), Megavoltage Imaging System (MV Imager), Kilovoltage Imaging System (KV Imager), Rapid Arc/VVMAT, Optical Imaging, SRS Intracranial Package, Advanced IGRT and Motion Package. 1.) ROB requires regular preventive maintenance service, which is vital to maintain the accuracy and reliability of the system. Any deviation from regular operating parameters could result in inaccurate delivery of dose and/or location of the radiation treatment which would have a serious impact on patient care. Regular maintenance will maximize equipment uptime reliability and reduce breakdowns which can disrupt patient treatment schedules. 2.) ROB requires emergency service for the TrueBeam system from factory-trained technicians available within 24 hours to return the equipment to service and prevent disruption of patient treatment schedules which can negatively impact patient care. 3.) ROB requires technical and clinical support, providing phone, email, and web-based technical support for trouble-shooting problems as well as questions involving regular operation of the TrueBeam system. 4.) ROB requires Original Equipment Manufacturer (OEM) replacement parts. The TrueBeam is a newly designed system, and both the accelerator and associated components comprise a highly specialized and complicated system which integrate many Varian proprietary technologies. 5.) ROB requires updates and upgrades to the software suite and operating system as they are released to ensure reliability and maximize uptime. Varian Medical Systems is the only known company to maintain, repair, and provide software updates for a Government-owned Varian TrueBeam radiotherapy treatment accelerator and its subsystems as specified above. Therefore, it is unavailable from other sources than the original manufacturer. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST, on April 19, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
