- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The Government intends to award a fixed price purchase order to Terumo BCT, Lakewood, CO 80215-4440. The Terumo Cobe 2991 Cell Processor is an essential instrument in the Transfusion Services Laboratory (TSL). Due to the multiple-transfused and highly-alloimmunized population of patients served at the Clinical Center, it is necessary to modify many blood products before transfusion to make the product safe and optimal for the patient. This includes washing red blood cells and platelets with saline to reduce the amount of residual plasma in the products for patients reactive to the plasma, and washing platelets with saline to reduce the amount of isohemagglutinin in an ABO incompatible transfusion. Washing procedures are performed several times each week, and are essential for TSL's operation and CC patient care. The Department of Transfusion (DTM) at the National Institutes of Health (NIH) Clinical Center (CC), Bethesda, MD has a requirement to procure the supplie listed below: Description: COBE 2991 Blood Cell Processor Catalog Number: 91000 Quantity: 1 Unit of Issue: Each The Terumo BCT Cobe 2991 Cell Processor is the only available instrument that can saline wash both platelets and red blood cell products. It is for use with patients who require a minimum amount of plasma in those products when being transfused. The Transfusion Services Laboratory, DTM, has been using its current Cobe 2991 Cell Processor since 1999. There is a critical need to replace this 19-year old equipment to ensure patient safety and to ensure the availability of these blood components when needed for transfusion to patient care. Replacing this same equipment will allow the continuation of the same platform used for saline washing of both platelets and red blood cells, and will represent a time and cost savings to the government in that there will be no training costs nor any changes to be the SOPs which would ordinarily be the case.
