Description

J&A for TAWS India This Justification and Approval covers the acquisition of a one (1) year subscription service to the C-130J TAWS Systems. Thia requirement is to be funded with India Foreign Military Sales funds. The released cycle updates for the databases will run from 01 April 2018 through 31 March 2019. The statutory authority permittihg other than full and open competition is 10 U.S.C. 2304(c)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements," as implemented by FAR 6.302-1(a)(2). The software updates required for the C-t 30J TA WS are highly specialized and only available from Honeywell. Honeywell designed the C-130J TAWS to populate the database (TAWS EGPWS Part No. 965-0779-001). This Honeywell designed system is the same system that is used on commercial aircraft, such as the Boeing 747, 737, etc. The commercial Honeywell TA WS Database was chosen by Lockheed Martin when the C- 130J was originally procured commercially due to the requirement for FAA certification. Honeywell owns the proprietary conversion tool, which is required to incorporate National Geospatial-Intelligence Agency (NGA) data into the TA WS database for application during enhanced tactical aircraft operations.
