Description
THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The following information is provided to assist the Naval Air Warfare Center Aircraft Division (NAVAIR) Lakehurst, NJ in conducting market research of industry to identify if there are alternate options to meet USN needs for the procurement of engineering and logistics services requisite in P-8A Technical Data development and Foreign Military Sales (FMS) establishment and transition operations in support of U.S. Navy. Current publications are commercially formatted, written at a level for licensed Airframe & Powerplant mechanics which leads to increased maintenance times for uniformed aircraft maintenance personnel that negatively impacts aircraft availability and Fleet readiness. Improved aircraft maintenance publications are necessary to arrest and reverse declining P-8A aircraft availability. This project will require extensive knowledge in P-8A Navy maintenance procedures and aircraft operations. Substantial P-8A Subject Matter Expert technical knowledge is required to conduct analysis of procedures, perform major reconfiguration of data, and create a deliverable CSDB utilizing all the capabilities of S1000D 4.1. These manuals are currently being converted to S1000D 4.1. Additionally, there will be a requirement to analyze, identify and convert specific supplement data. This data could include component maintenance information, aircraft recovery information and other aircraft maintenance, parts or operation manuals. Additional aircraft capabilities, hardware modifications, and software updates create a requirement for fleet training, FMS engineering and logistics technical assistance as well as IETM updates. Additions and changes must be identified and training material developed using source data. Flight line visits will be a frequent requirement for procedure verifications, development and delivery of training material. Required access to NAS Jacksonville FL, NAS Whidbey Island WA, and NAS Patuxent River MD will be frequent. Office locations are required to be within 10 miles from NAS Jacksonville, FL and NAS Patuxent River MD due to the larger portion of the tasking being accomplished at those locations. Fleet Integration Training (FIT) - Continuous product improvement of P-8 hardware, Advanced Airborne Sensor, and Operation Flight Program software updates necessitate the development, delivery and instruction of interim training procedures. FIT required for USN, cooperative maintenance personnel and future FMS customers by experienced instructor in P-8A maintenance and operations. FMS tasking includes providing engineering, logistical assistance and advisory services to FMS customer countries introducing the P-8A into service. This tasking includes; engineering and technical assistance to customer country Type Airworthiness Authority; screening of engineering investigations initiated by customer country engineering teams; assistance in translation of P-8A maintenance requirements including PMIC and P-8A planned maintenance program to customer country planned maintenance programs; logistics technical assistance in establishing supply chain; assistance in establishing and administrating OOMA; onsite maintenance advisory assistance in support of Initial Operating Capability (IOC) establishment and declaration of airworthiness certification; screening and providing sanitization of initial delivery of technical publications and semiannual updates and screening, analysis and customer country initiated Technical Publication Discrepancy Reports At this time, pending market research results, NAVAIR Lakehurst, NJ intends to negotiate on a non-competitive basis with ASEC Inc. for the scope of work referenced herein. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Respondents are notified that a formal solicitation may not necessarily result from this RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. Any requests for copies of solicitations will not be addressed since this is an RFI, not an RFP. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. All interested parties should send company and descriptive literature on currently available products that meet the Navy's requirements, described above. With the response, include a point of contact, phone number, e-mail address, website information, DUNS Number, CAGE Code, and Business Size Status for the North American Industry Classification System (NAICS) code of this RFI. Any responses in reference to this RFI shall be submitted electronically to Contract Officer, Stefanie Applegate, at stefanie.applegate@navy.mil with the subject line "P-8A technical publications 18-RFI-0304". All responses should be received no later than 3:00 PM Eastern, 10 April 2018.
